Summary

Position Summary

The Chief Financial Officer (CFO) will serve as the principal fiscal officer of the Federal Motor Carrier Safety Administration (FMCSA) and report directly to the Administrator.

Responsibilities

As part of the Agency's Senior Management Team, the CFO will advise on all FMCSA financial management and budgetary matters, including the availability of appropriations and allocation of all other Federal funding, audit issues, financial management initiatives, and any matter that could affect the financial resources of the FMCSA. The CFO will provide executive direction and leadership to a comprehensive financial management program for ensuring the effective operation of the budget process, proper utilization of and accounting for FMCSA resources, and up-to-date information on the status of program funds. The CFO will be responsible for strengthening financial management and oversight and improving program and financial accountability.

Further, the CFO will:

• Develop and apply Federal financial management policies and procedures in budgetary development, formulation, presentation, and execution.

• Lead the development of complementary budget plans and the establishment of budgetary targets and ceilings to achieve policy and planning objectives.

• Serve as FMCSA principal representative with the Office of the Secretary of Transportation (OST), the Office of Management and Budget (OMB), the General Accounting Office (GAO), and key officials in all other agencies, State and local governments, and the general public.

• Serve as the Agency's principal official for establishing and monitoring a system of internal controls, consistent with Departmental policy and OMB circular A-123.

• Serve as the Agency's principal official for all budget formulation and budget execution. Ensures that the Agency's key policy objectives and legislative requirements are reflected in all budget justification and other supporting materials.

• Serve as FMCSA principal point of contact for all financial audit issues and findings. Works with the Inspector General, the GAO, and contracted auditors to address and resolve material weaknesses and reportable conditions.

• Establish budget, financial and accounting policies and procedures for the FMCSA, and ensure adequate internal controls throughout the financial management process.

• Participates in the development of long-range budget plans and establishment of budgetary levels. Allocates and administers fiscal and ceiling controls of personnel resources.

• Provides executive leadership in the development and use of innovative transportation finance practices.

• Leads the development of annual financial performance plans and reports covering FMCSA‘s program activities. Participates in goal setting, performance measurement, and accountability.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume (must not exceed 5 pages) evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below is the description of the technical qualifications that must be clearly evident in your resume (must not exceed 5 pages).

1. Demonstrated knowledge of, and experience with the CFO Act, the Government Performance and Results Act, Circular A-11 and Federal Budget Process including end-to-end Federal Budgeting process, compliance with FFMIA, FMFIA, OPM Circular A-123, and all federal financial practices and principles.

2. Demonstrated knowledge of, and experience with multiple fund types including various appropriations, working capital/revolving funds, credit/loan accounts, and in addressing and resolving complex budget formulation and budget execution issues and/or complex financial audit issues and findings.

3. Extensive experience leading a staff responsible for a range of financial management functions to include budgeting, accounting, audits, and/or developing creative and innovative solutions to complex financial problems. Demonstrated ability to coordinate with appropriate officials within and outside a large organization to oversee policy development and compliance.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check. If you are contacted for a second-round interview, you may be asked to submit a written narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program.
