Summary

The position is located in the Office of Chief Information Officer.

Salary for SES varies depending on qualifications and SES certification status. The NTSB currently has certification which allows the agency to offer up to the EX Level II salary limit. Approval of certification permits agencies to offer up to the EX Level II salary, currently $192,300 (CY 2019). Without certification, agencies are limited to the EX Level III salary of $176,900 (CY 2019).

Responsibilities

The incumbent of this position serves as the National Transportation Safety Board's (NTSB) Chief information Officer (CIO), responsible for providing leadership, executive level management and direction for the Information Technology (IT} and Information Resource Management programs at the NTSB. The incumbent serves as the principal advisor to the Chairman, Managing Director, and senior leadership on overall IT resources and information resource systems management, and strives to improve the operations and service delivery of NTSB programs through effective use of IT. As CIO, the incumbent leads the NTSB in the effective management of IT and information resources as summarized below:

Provides executive leadership to a team of IT professionals in implementing innovative programs/systems to achieve organizational goals and results; plans, manages, directs and evaluates the work of the Office and exercises important policy-making and policy-determining decisions; promotes innovative uses of technology and facilitates management access to needed information resources; collaborates with program executives on process improvements using IT innovations and solutions; provides oversight to a strategic and operational information technology plan that establishes priorities that are aligned with the NTSB Strategic Plan; supports research, development and engineering efforts needed to define information technology alternatives that can improve operations and customer service; stays abreast of advancing technology, user requirements and customer satisfaction with products and services; ensures secure connectivity to support a geographically dispersed workforce; works with NTSB management to ensure the conduct of IT processes is timely, cost-effective, in accordance with all applicable statutes, regulations and policies, and provides the best available capability consistent with requirements and within available budget resources; maintains an information resource management program that allows for the efficient collection, use, storage, archival, retrieval, and disposal of data in compliance with appropriate laws, regulations, and policies; evaluates program accomplishments and their overall effectiveness; develops the overall requirements and schedules to accomplish program objectives; ensures compliance with all applicable regulations and requirements for IT security to mitigate risks; and manages financial resources in support of IT programs at NTSB.

EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit proof that they meet all 5 ECQs. If you fail to do so, your application will be rated as 'ineligible' and you will not receive further consideration. ECQ narratives must not exceed 10 pages total. For each ECQ, provide examples from the last 10 years that demonstrate the majority of the competencies for that specific ECQ.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications

You must provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how your experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Knowledge of and experience in applying laws, regulations, executive orders, and associated policies governing Federal information technology (IT) management sufficient to advise senior officials and provide oversight for the development and administration of organization-wide IT policies, programs, and projects.

2. Demonstrated experience evaluating emerging information technology and applying forward thinking concepts to deliver business solutions that support an organization-wide work environment with dynamic and diverse needs. Examples should address experience with secure and remote access for a geographically dispersed workforce with diverse needs, cloud computing, mobile devices, and innovative communication tools (e.g., instant messaging, video-conferencing, etc.).

3. Demonstrated experience developing and leading customer-focused initiatives that provide efficient, cost-effective, and secure IT tools and services that are compliant with Federal requirements, enable mission capabilities, and provide reliable service to customers. Examples should address your experience supporting technical and/or scientific systems and tools.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated by a rating and ranking panel on the quality and extent of your total accomplishments, experience, and education. Highly qualified candidates may be interviewed and a reference check conducted. The NTSB Executive Resources Board (ERB) will review results of the evaluation and make a written recommendation on the final selections to the appointing authority. Unless you have already been certified by the OPM Qualifications Review Board (QRB) in the past, or received certification by an OPM approved Senior Executive Service Candidate Development Program, your ECQs must be certified by an OPM QRB before appointment may occur.
