The position is located in the Office of Financial Research (OFR), Research and Analysis Center and reports directly to the Research & Analysis-Office of the Deputy Director Fundamental Research and works organizationally within the Office of the Associate Director, Statistics and Risk Management, Research and Analysis Center.

Responsibilities

As a Research Economist, you will:
  • Develop and maintain metrics and reporting systems for risks to the financial stability of the United States.
  • Monitor, investigate, and report on changes in system-wide risk levels and patterns to the Council and Congress.
  • Conduct, coordinate, and sponsor research to support and improve regulation of financial entities and markets.
  • Evaluate and report on stress tests or other stability-related evaluations of financial entities overseen by the member agencies.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:For the OR-70 (GS-15), you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-60 (GS-14)grade level in the Federal service. Specialized experience for this position includes:
  • Producing major reports and publications on behalf of an organization on financial market and financial institution topics related to financial stability, including responsibility for developing the topic, writing major segments, and editing and combining contributions from other researchers and analysts into whole drafts; AND
  • Writing research papers published in academic, peer-reviewed journals related to economic or topics on financial markets, financial institutions, or financial stability; AND
  • Planning, conducting, and completing economic or financial research papers, not required or submitted for course requirements, using economic data or developing economic models on topics related to financial markets, financial institutions, or financial stability.

Examples that meet the specialized experience include:
  • Serving as a senior subject matter expert and project lead on reports to Congress or the public on financial stability, monetary policy, or other macroeconomic issues or conditions.
  • Applying quantitative analytical and research techniques to examine questions concerning financial market and financial institution issues relevant for financial stability, and writing or co-authoring papers based on that research that have been published in a relevant academic, peer-reviewed journal or a government working paper series.

Examples that do not meet the specialized experience include:
  • Experience related to budgeting, corporate financial analysis, accounting, cost-benefit analysis, cost effectiveness, procurement, data management, data operations, IT management of data, operations research, marketing research, equity or fixed income or other securities analysis; AND/OR
  • Experience as a minor contributor to an organization's reports and publications; AND/OR
  • Teaching experience below the college or university level and/or outside the fields of economics, finance, or mathematics.

Research experience on topics related to financial stability is preferred but not required.

Education

Education Requirements:

Basic Requirements for Economist, 0110

A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR


B. Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Basic Requirements for Mathematician, 1520:

A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics. OR

B.Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

Basic Requirements for Statistician, 1530:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
