This recruitment is for three positions with the Office of Finance/ Financial Reporting/ Financial Policy/FMS located at VACO, Washington, D.C.

Conducts surveys and studies for preparation of analyzes and recommendations on accounting and financial reporting problems. Formulates, reviews, and recommends Department policies, procedures, and systems. Develops accounting processes and system enhancements to make financial reporting accurate, timely and reliable. Develops transaction data codes for VA's financial systems. Maintains a liaison role and cooperates with the Department of Treasury, Office of Management and Budget, Federal Accounting Standard Advisory Board, and other oversight agencies in connection with accounting and financial reporting policy and procedure activities. Maintain cost effective and efficient Department operations and the provision of timely, accurate and reliable information, to departmental officials. Conducts research in advanced accounting and financial reporting concepts. Prepares and submits accounting and financial data. Prepares financial statement analytics to produce reliable financial statements including audit deliverables.

Basic Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


Specialized Experience (GS-14):

Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Served as a technical authority in the field of accounting with responsibility for the development of policies, reports, standards, guidelines and regulations for use by other accountants in an agency or in a functional area to satisfy new programs and meet legislative intent. Experience developing and overseeing the implementation and execution of financial policy related to operational aspects and reporting for agency or complex organization. Experience employing data gathering, and analytical techniques, and evaluation methodologies to develop documentation and recommendation on the appropriate approach to meeting existing and future financial management reporting needs. Performed difficult assignments involving interfaces and inter-relationships among programs, systems functions and policies utilizing knowledge of accounting standards that affect financial management activities.

There is no educational substitution for specialized experience at the GS-14 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Competency 4- Ability to effectively communicate orally to staff and top management officials to provide technical financial policy, reporting, and systems management advice in a clear and convincing manner.

Competency 5- Ability to effectively communicate in writing as senior technical expert, provide advice and guidance to staff on proposed strategies and problem resolution, and analysis regarding unusual programmatic requirements, making available written instructions, reference material and relevant background data.

Competency 6- Ability to analyze and interpret laws, and regulations, decisions and directives of other governmental bodies which have a bearing on the Department's accounting and financial reporting policy, and systems activities.

Competency 7- Skill in conducting independent research in advanced accounting and financial reporting concepts, techniques and processing methods and plan, develop, install, and evaluate pilot studies and test procedures in connection with financial activities.

Competency 8- Ability to develop and recommend new or revised legislation and/or regulations required to improve VA accounting and financial reporting, policy, and systems procedures.
