Summary

Copyright is a form of legal protection provided by the laws of the United States to authors of literary, dramatic, musical, artistic, and other works. The Copyright Modernization Office is responsible for identifying current and future processes, systems, and infrastructure required by the Copyright Office. The Deputy Director has responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations.

Responsibilities

The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

As an important component of the United States Copyright Office, which is part of The Library of Congress, the Copyright Modernization Office is responsible for identifying current and future processes, systems, and infrastructure required by the Copyright Office as it fulfills its mission to promote creativity by administering and sustaining an effective national copyright system. Incorporating such varied disciplines as strategic planning, program management, data management and situational analysis, the Office serves as a conduit and liaison between the Copyright Office and other offices and functional areas both within, as well as external to, The Library of Congress to take identified wants and needs and translate them into workable, cost-efficient solutions.

This position is located in the Copyright Modernization Office, and serves as the Deputy Director reporting to the Director of the Copyright Modernization Office.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position. This is a confidential position with routine and non-routine duties related to sensitive personnel and/or labor relations matters.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers' performance; demonstrates and conducts work performance critiques. Resolves informal complaints and grievances. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees.

Serves as the primary expert in and is responsible for developing and overseeing long-range planning affecting the direction and management of programs and operations to efficiently achieve specified goals and objectives. Assesses current and proposed programs and operations and recommends actions to initiate, modify, or discontinue projects as needed.

Applies new policies, provides advice on requirements and maintains administrative systems. Interprets administrative policies, develops and implements local policies, defines administrative requirements, and provides advice to top management on related issues.

Works in conjunction with the Director, Copyright Modernization Office (CMO) to identify the need for written practices, procedures and methods to enhance process improvement. Executes changes and variety of assignments as requested. Serves as an expert advisor on various programs and issues related to the modernization of the Copyright Office. Counsels senior management staff and officials at multiple levels of the Library of Congress; senior staff of the Copyright Office; and others on Copyright Office modernization-related matters. Works closely and provides guidance to subordinate supervisors. In conjunction with the Director, CMO, serves on inter-agency and other special work groups, task forces, or expert panels on special projects or studies critical to the Copyright Office.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
