Summary

This position exists in the Financial Operations Division (FOD), Office of the Chief Financial Officer. FOD assures reasonable and timely Agency financial reporting ans ensures oversight and security access of the Agency within the parameters of the Department's Financial System and related administrative feeder subsystems.

Responsibilities

  • Reconciles disbursements and collections through FMMI to generate and submit financial statements; utilizes GTAS, GWA and Treasury processes for reporting and reconciliation.
  • Performs analysis functions to identify and correct accounting errors. This includes monitoring general ledger adjustments, Reimbursable Agreements and year end close documents
  • The incumbent reviews and develops guidelines, standard operating procedures and instructions on accounting matters, financial systems and subsystem processes.
  • Provides training to FSIS personnel as required or requested and provides assistance to program officials on accounting operations and procedures
  • Conduct analysis, surveys and reviews of methods, policies and procedures to provide a basis for a sound and progressive management improvement program.
  • Reviews and analyzes internal accounting reports to assure the proper integration of data from accounting and various other financial feeder subsystems.
  • Interprets data, recommends, and executes corrective action to correct imbalances.
  • Provides technical and expert advice on complex financial and accounting issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level.)

For the GS-11 level: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that demonstrates:
Professional knowledge of the theory, concepts and practices of accounting; accounting operations; financial information systems and software capabilities; and provide technical direction to obtain efficiency and economy of operations, etc. Additionally, your resume must include the following:

- Ability to apply knowledge to broad assignments and to specialized areas of accounting
- Organize and analyze financial and management data
- Experience with accounting and accounting related systems
- Knowledge of fiscal law statutes, transactions and systems
- Problem solving abilities

For the GS-12 level: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that demonstrates:
Professional knowledge of the theory, concepts and practices of accounting; accounting operations; financial information systems and software capabilities; and provide technical direction to obtain efficiency and economy of operations, etc. Additionally, your resume must include the following:

- Ability to apply knowledge to broad and difficult assignments and to specialized areas of accounting
- Solve controversial problems with regulations, financial reporting, reimbursable rate calculations and organizational and functional operations of the various programs
- Interpret and evaluate financial and management data
- Define project specifications based on the alternatives results selected
- Develop and evaluate proposals to integrate a number of administrative support or functional program accounting systems

Education

Education requirements for both grade levels (GS-11 and GS-12):
Degree
: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field. e.g., valuation engineering or financial institution examining; (b) a panel of at least higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience full meet the specified requirements.
