POSITION SUMMARY: Provide analytical consultant support to the Department of Defense (DOD), Office of the Secretary of Defense Comparative Technology Office (OSD CTO). As a member of the OSD CTO staff, the TA/PE will be responsible for supporting the administration and oversight of the DOD" (TM) s Foreign Comparative Test (FCT) Program. The FCT Program provides funding on an annual basis for defense related Research, Development, Test & Evaluation (RDT&E) projects seeking to deliver innovative technologies and solutions from our foreign allies and partner nations to United States Military and Government customers. MAJOR JOB ACTIVITIES: Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100%. Travel to both CONUS military installations for project management and OCONUS locations for technology discovery and industry engagement including:Canada, UK, France, Spain, Australia, New Zealand, Sweden, Norway, Finland, Denmark, Japan, Singapore, Republic of Korea, Italy, Israel, etc.Interface with senior OSD Military and Government personnelProvide timely and accurate products and deliverables in adherence with customer needs and standardsAssist in the planning and implementation of annual program processes Review technology information papers and proposalsProvide analysis and recommendations to decision makersProvide programmatic and financial oversight to individual RDT&E projectsResearch and identify new technology opportunities sources to address complex and evolving DOD problemsDevelop a thorough understanding of applicable web-based proposal and project management information systems and assist in their continued improvement and maturityCommunicate with personnel spanning a broad range of Government and commercial institutions in support of program objectives to include:OSD, Army, Navy, Marine Corps, Air Force, Special Operations Command, Regional Combatant Commands, other Defense Agencies, foreign Governments and Embassies, and industry. MINIMUM QUALIFICATIONS: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. Interim SECRET Clearance (or higher)Bachelor" (TM) s degree Experience: 2 years of relevant experience in technology or program management Skills: Excellent organizational skills, ability to prioritize, and multi-task in a fast-paced environmentProficiency in Microsoft Office Suite of Applications
