Specifically, this budget analyst will be working with the Team Lead on budget formulation, execution & accounting operations activities and can work independently with the client and with the Team Lead on quality reviews of key tasks. Directly support the client in budget execution tasks, gathering input from Components conduct technical reviews and analysis of budget requests and other deliverables for compliance and accuracy.Provide analysis, recommendations, data collection, and identification of potential policy and process improvements for Government review and approval for budgetary and financial management reporting. Provide technical support and analysis in the review of appropriations bills, continuing resolutions, and other legislation or regulations impacting the financial position of the Department Reviews apportionment of funds to agency components and programs using Department systemsDevelop monthly, quarterly, and year-end reports to assist in reviewing, monitoring, and analyzing budget execution data Prepare analysis and reports for responses to data calls, budget data requestsRecommend policies and practices to establish, improve and ensure consistent budgetary and financial management reporting across the Department Draft standard operating procedures for key budget formulation and execution activities. Support process improvement tasks that streamline operations using different software solutions (eg, MS Access, MS Excel, SharePoint, ACL, Tableau, UiPath)Research and analyze complex issues related to Department accounting matters.Required Qualifications:Bachelor's Degree in Accounting or Management or business related area with 2-3 years' experience in budget analysis Working knowledge of key federal stakeholders and associated regulations: OMB, GAO, and Congress Knowledge of the federal budget process (PPBE)Prior federal consulting experience in Federal Financial Management or Federal BudgetingAbility to analyze budget inputs and ensure the accuracy of the data and the ability to develop budget exhibits in support of Component budget requestsProficient in MS Excel, MS Word, and/or SharePoint specifically to input/retrieve data, update/download from databases, prepare spreadsheets, and author documentsSelf-starter with the ability to work independently analyzing complex processes/issues and support development of deliverables Must be eligible to obtain and maintain DHS Suitability and a Secret Security Clearance - requires US CitizenshipKearney & Company is an Equal Opportunity Employer and will consider all qualified applicants without regard to race, color, age, religion, sex, sexual orientation, gender identity, genetic information, national origin, disability, protected veteran status or any other classification protected by law.If you would like to request a reasonable accommodation, regarding accessibility of our website, a modification or adjustment of the job application or interview process due to a disability, please call 703-236-2391 or email [Click Here to Email Your Resume].
