The Government Affairs Department has an opening for a Deputy Director. The position will report to the Deputy Executive Director for the organization. The Deputy Director of Government Affairs is responsible for directing the activities of the Government Affairs Department to include: lobbying, coalition building and media outreach, assistance to steering committees in a broad range of policy and program areas, policy analysis and implementation; and consultation and advice to the Deputy Executive Director for various program and administrative issues. You will have a diverse policy background and a fluency and good understanding of county policy issues so that you can shape public policy debate. You will also have excellent analytical and organizational skills, the ability to communicate effectively in person and in writing, an aptitude for learning, an ability to develop and implement creative ideas, and the discipline to manage multiple projects and staff members with tight deadlines. ESSENTIAL DUTIES AND RESPONSIBILITIES Develops and implements lobbying strategies and coalition building efforts around NACo public policy priorities with federal agencies, Congress, state and local governments, and grassroots organizations. As a member of the senior management team, develops strategic plans to meet organizational objectives. This includes developing and allocating the staff and financial resources of the department to assist in implementation of the organization's legislative and regulatory agenda Delegates work assignments, allocates resources and provides leadership to ensure that steering committee priorities remain consistent with overall goals Ensures that the products and services provided by the department meet the quality control standards of the association, including but not limited to financial and administrative guidelines Supervises the allocation of support for each legislative committee, subcommittee and task force, including agenda development, preparation of resource materials, and ongoing implementation of committee activities; adjusts assignments as needed to meet committee objectives Works with the Director of Public Affairs to develop media relations strategies for public policy matters Formulates recommendations to the Executive Director on all human resources matters affecting the department including; hiring, performance evaluations, promotions, salary levels, staff development, and termination Supervises professional and support staff assigned to the department with a strong emphasis on leadership, team building, and staff motivation Represents the association at hearings, meetings and conferences as assigned by the Executive Director Performs other duties as assigned Supervision Exercised The incumbent will supervise the professional and support staff assigned to the department.
