Join Phacil, a By Light company, as a Proposal Manager at our Headquarters in Mc Lean, VA. You will be a part of a team in performing all aspects of proposal development including planning, researching, writing, and revising sales documents. You'll lead proposal projects to produce persuasive storytelling conveying understanding of technical and management processes, approaches, and concepts through clear graphics and narrative. You will work within an existing proposal operations team inclusive of Solutions Architects, Graphics Artist, Proposal Writers, and others. To be successful in this role, you must be open to new ideas and processes, collaborative with a qualified and diverse workforce, dedicated to finish the job, driven by quality, and able to learn quickly. You will produce high quality proposal materials under tight deadlines. This is a skilled position for mid-career professionals with experience who are seeking continued professional growth.. Managing proposal lifecycle (eg plan, provide strategy input, organize and schedule, develop, check compliance, review, report status, produce, and submit) . Use mature project management techniques to execute product development and corporate resource engagement in proposal efforts . Directly oversee teams of 2-3 in the proposal development process . Provide leadership, guidance, outlines, schedules, and direction for all proposal stakeholders, as well as continual proposal process improvement . Accountable, with the business development team, for the effectiveness of the proposal process and proposal results. This includes developing compliant outlines, timely schedules, and quality driven-proposals. . Able to own content generation quality with ability to manage generation process and/or generate own content. . Support annual and periodic training of the Proposal Operations team and corporate stakeholders to develop compelling winning proposals for federal government IT contracts . Manage multiple, simultaneous proposals and teammates. This includes working with various departments and individuals, including Business Development, Recruiting, Pricing, Solutions, and Operations. . Coordinate solutions with technical staff and Solutions Architecture Leadership. . Facilitate team meetings (eg kickoff, storyboard meetings) and collaborative sessions for a quality proposal and timely submission. . Work within tight deadlines and coordinate multiple corporate resources as well as subcontractors and customers . Manage proposals of all sizes, from $5M to $100M+ . Manage multiple tasks and solve problems in a fast paced, dynamic environment . Facilitate team meetings and build common team environment through continuous communication . Execute IDIQ Task Order Response processes to deliver quick turn proposals using a streamlined approach . Travel occasionally for industry and government meetings - less than 10% travel anticipated Bachelor's Degree and 2-5 years' work experience At least 1-2 years' experience with a Federal contractor in a Proposal Development role. Advanced knowledge of Proposal lifecycle and processes (eg Shipley), with at least basic project management foundation Ability and willingness to work intense work hours during proposals (40+) Thorough knowledge of Federal government procurement market and proposal processes Must be an expert in MS Office suite Must possess excellent writing skills, including proposal writing Detail and quality oriented with exceptional interpersonal and communication skills Experience in selling IT services or other IT offerings preferred APMP or PMP certification will be viewed more favorably Military or Civil Service experience a plus Previous experience managing direct reports a plus Understanding of Pricing concepts and linking proposal volumes
