Overall program is worth an estimated $3-4B. The largest program at DC Water.We seek an Resident Engineer to work on a complex wastewater and tunneling project with our team at DC Water. The successful candidate will be responsible for overseeing construction management and field services on the project including on-site observation, coordination with the client and contractor representatives, conducting construction progress meetings, facilitating responses to RFIs, managing the document controls as well as reviewing schedules and progress of work. We are seeking a candidate with the following qualifications and skills.Essential ResponsibilitiesOversee construction management services for the client that maybe performed in a field office, at a client's facility, or in our Alexandria officeMonitoring of construction contractor progress and confirming compliance with contract drawings and specificationsFacilitate resolution of issues and responses to contractor's requests for interpretations as well as anticipate, mitigate, and evaluate claimsReview contractor's progress schedulesDocument construction progress through reports; conduct monthly progress meeting and prepare meeting summaries; maintain project files and prepare and process change ordersLeads meetings and resolves conflictThis is a tunneling project so someone with heavy civil underground infrastructure experience (40-60 deep), concrete is ideal. Most of the transportation folks have above the ground experience (pipes; drainage - not large and deep enough).QualificationsEducation: Minimum Bachelor's degree in Civil or Environmental Engineering or related field of EngineeringExperience: 10 years construction experience involving construction phase services for similar projects such as water mains, sanitary/storm sewers, pump stations, treatment plants, or general heavy civil construction.Certification: PE requiredProfessional/TechnicalIndependent worker capable of exercising independent judgment and evaluation.Excellent organization and documentation skills.Ability to read and understand critical path method (CPM) schedules.Knowledge of quality assurance and quality control procedures associated with concrete, electrical systems, mechanical systems and other construction materials.Knowledge of construction management information systems/databases including project controls software for document management and scheduling.LeadershipLeads meetings and resolves conflict.Directs and provides coaching to the project team in ensuring construction quality, schedule, and cost performance, or monitoring thereof in agency roles.Works proactively with the project team to drive the project to completion through problem solving and partnering.Skills/CompetenciesAn individual of unquestioned integrity, possessing strong interpersonal skills and a sense of urgency.Excellent verbal and written communication skills.Ability to work in a collaborative and fast paced construction environment.
