Summary

Naval Reactors, also known as Naval Nuclear Propulsion Program (NNPP) is responsible for all aspects of naval nuclear propulsion, including research, design, construction, testing, operation, maintenance, and ultimate disposition of naval nuclear propulsion plants. The Program's responsibility includes all related facilities, radiological controls, and environmental, safety and health matters, as well as selection, training, and assignment of personnel.

Responsibilities

The Director, Commissioned Submarines Systems is fully responsible for directing and coordinating the fluid systems engineering and arrangements for the reactor plants and associated support systems for two nuclear submarine classes, encompassing over 50 submarines, the reactor plants and associated engineered safety and support systems for two S5W moored training ships, and two S6G moored training ships. Additionally, these responsibilities include the reactor plants, propulsion plants and associated engineered safety and support systems for two operational land-based submarine nuclear propulsion plant prototypes. The incumbent is also responsible for the nuclear support facilities in Navy submarine tenders and shore-based intermediate maintenance facilities, as well as the Naval Reactors Expended Core Facility water pool.

Qualifications

To meet the minimum qualifications for this position, candidates must meet the education requirement and possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Mandatory Technical Qualifications (MTQs): Please limit your written statements to one page per MTQ.
  • Expert knowledge of nuclear engineering to include reactor materials, metallurgy, nuclear physics, reactor theory, heat transfer, hydraulics, and mechanical design as applied to nuclear propulsion.
  • Knowledge of major technical programs developing and applying advanced technologies and innovative design concepts for advanced submarine naval nuclear propulsion plants, which will enable the candidate to make substantive decisions to resolve technical problems.
  • Expert knowledge of nuclear safety regulations, practices, and procedures to ensure health and safety features and precautions are considered as an integral part of the component design and operation.


  • Education

    Professional Engineering Education Requirement: The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
