Summary

This position is located in the Department of Commerce, Economic Development Administration, Washington, District of Columbia.

The primary purpose of this position is to analyze and evaluate major management/program aspects of substantive, mission-oriented programs.

Responsibilities

  • Coordinating various EDA programs and initiatives focused on regional economic development, including EDA 's Research and Evaluation and National Technical Assistance (RNTA) programs and ED A's University Center program
  • Coordinating key activities associated with EDA programs, including responding to stakeholder inquiries, managing grant/cooperative agreement pre and post approval
  • Managing programmatic policies, systems, requirements, and procedures
  • Providing subject matter expertise to various EDA projects, problems, or tasks in support of the bureau.

Qualifications

Local Commuting Area: If you are a current Federal employee you must work within 50 miles of the local commuting area. If you are a former Federal employee you must reside within 50 miles of the local commuting area.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-13:
Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level (GS-12 or equivalent pay band) in the Federal government. Specialized experience is defined as:
  • Interpreting pertinent laws, polices, regulations, and precedents applicable to the program and related resources in the area being studied
  • Evaluating and recommending ways to improve work operations in a program or support setting
  • Managing financial assistance actions to include the development and publication of Notice of Funding Opportunities (NOFOs), business and cost evaluation of applications, negotiation, administering, and closing out the resultant awards (grants or cooperative agreements) upon completion.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
