Responsibilities

As a Management and Program Analyst you will serve as an expert analyst and advisor on the evaluation of the effectiveness of programs and operations and/or the productivity and efficiency of management policies. Typical work assignments include:
  • Implement, coordinate, and/or oversee a variety of complex management programs impacting agency activities;
  • Plan and/or coordinate broad and/or in-depth special studies;
  • Determine the applicability and effect of new or proposed legislation, executive orders, agency and bureau directives, and develop and/or evaluate current policies, issuances, and directives in assigned areas of responsibility;
  • Manage and support high profile projects, operational systems and relational databases; and
  • Prepare and/or provide briefings and presentations on analytical findings and recommendations for improving business processes and increasing operational efficiency.

Qualifications

Qualification Continued:

GS-07:
You qualify for the GS-07 grade level if you possess one of the following:
A. Experience: One year of specialized experience equivalent to the GS-05 grade level in the federal service, performing duties such as: Performing developmental assignments under close guidance of a higher-level analyst that provides exposure to a wide variety of management and program analytical methods and practices such as fact-finding and investigative techniques, cost-benefit analyses, position management, surveys, and work measurement.
B. Substitution of Education for Experience : You may substitute experience by a successful completion of one full year of graduate level education. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise a year of graduate education. If the information is not available, use 18 semester or 27 quarter hours.
C. Superior Academic Achievement: You may substitute superior academic achievement for the experience required at the GS-7 level. You must have completed (or expect to complete within 9 months) the requirements for a bachelor's degree from an accredited college or university with a cumulative grade point average of 3.0 or higher on a 4.0 scale, 3.5 or higher on a 4.0 scale of required major classes completed during the final two years of curriculum, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society.
D. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.

GS-09: You qualify for the GS-09 grade level if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-07 grade level in the federal service, performing duties such as: Assisting higher graded analysts by developing background information for studies; Researching official documents, compiling and charting statistical data, and interviewing employees and supervisors; Gathering, summarizing, and analyzing information for incorporation into final reports; Carrying out specified portions or segments of specific projects; and Identifying and recommending solutions to problems.
B. Substitution of Education for Experience: You may substitute experience by a successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, such as a L.L.B./J.D. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours.
C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.

GS-11: You qualify for the GS-11 grade level if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the federal service, performing duties such as: Conducting studies of clerical work processes to identify, analyze and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution; Using qualitative and quantitative analytical techniques such as literature searches, work measurement, task analysis and job restructuring, productivity charting, staff to workload ratios, organization design, space planning, questionnaires, flowcharting, graphing, and statistics to assess factual or procedural issues related to management processes, systems, and mission support programs.
B. Substitution of Education for Experience: You may substitute experience by a successful completion of a doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, such as a L.L.M./Ph.D. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours.
C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.

GS-12: You qualify for the GS-12 grade level if you possess:

Experience: One year of specialized experience equivalent to the GS-11 grade level in the federal service, performing duties such as: Conducting statistical analyses, studies, and analyzing findings to make recommendations on substantive operating programs that require applying a knowledge of qualitative and quantitative analytical techniques, along with a knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities; Conducting detailed analysis of complex functions and work processes including the examination of production standards, workloads, non-productive time, and deviations from standards to determine validated staffing requirements for the function studied; Performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning, including developing guidance on techniques for management and methods improvements, analyzing and advising on proposed reorganizations or realignment of functions, and developing manuals and directives covering the administrative aspects of field operations; and Preparing and/or providing briefings and presentations on analytical findings and recommendations, directing the development of new and/or changes to existing directives.

GS-13: You qualify for the GS-13 grade level if you possess:

Experience: One year of specialized experience equivalent to the GS-12 grade level in the federal service, performing duties such as: Planning and/or conducting special studies; Preparing and/or providing briefings and presentations on analytical findings and recommendations; Developing, implementing, and/or monitoring management information systems; Providing technical assistance and support to management; and Evaluating the applicability and effect of new or proposed legislation, executive orders, agency directives, and other agency decisions on organizational operations, managerial programs and requirements.

GS-14: You qualify for the GS-14 grade level if you possess:

Experience: One year of specialized experience equivalent to the GS-13 grade level in the federal service, performing duties such as: Developing and/or evaluating policies, determining applicability and effect of new or proposed legislation; Implementing, developing and/or monitoring sophisticated management information systems; preparing and/or providing briefings and presentations on analytical findings and recommendations; Coordinating, and/or overseeing a variety of complex management programs impacting agency activities; and Planning and/or conducting broad and/or in-depth special studies.
