Summary

This position is located in the Department of Commerce, Economic Development Administration, Washington, District of Columbia.

The primary purpose of this position is to provide professional economic analysis of specified data and proposals.

Responsibilities

  • Working collaboratively to support the successful implementation of various EDA programs and initiatives focused on regional economic development.
  • Undertaking key activities associated with the collection, management, and analysis of performance data and development and maintenance of data management systems.
  • Responding to data inquiries from internal and external stakeholders and preparing responses suitable for dissemination to internal and external customers.
  • Conducting economic research pertaining to data analytics, economic development, and program evaluation.
  • Serving as the subject matter expert for data-related Research and National Technical Assistance grants and other tasks in support of the bureau.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):
A. Possess a degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (Must provide transcripts)
B. Possess a combination of education and experience--courses equivalent to a major in economics, that included that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or plus appropriate experience or additional education. (Must provide transcript)

AND

Minimum Qualifications:
GS-09: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing the following duties:
  • Applying appropriate economic theory and principles to perform studies
  • Preparing reports from collected economic data
  • Conducting basic economic research to analyze economic data
  • Utilizing R Programming experience to assist with the assessment and improvement of program effectiveness.
OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Term Appointment: This is a Term appointment not-to-exceed thirteen (13) months. Term appointments do not convey status in the competitive service. This position may be extended beyond the not-to-exceed date up to 4 years, at the discretion of management and in accordance with applicable regulations. Additionally, you may be non-competitively converted to a permanent career-conditional or career appointment under specific conditions. An extension and/or conversion is not promised or guaranteed.

Promotion Potential: This position is at the full performance level.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for clearance as a condition of placement in this Non-Sensitive position.
