Summary

This position is part of the National Headquarters OD PIA, Selective Service System. The incumbent will be responsible for planning, implementing and overseeing content and audience engagement on the Selective Service System's primary social media platform which currently include Facebook, YouTube, Instagram, Flickr, Twitter, and LinkedIn, provide accurate, policy-compliant, engaging and timely information.

Responsibilities

As a Public Affairs Specialist (Social Media) at the GS-1035-7/9/11, some of your typical work assignments may include :
  • Provide analysis of social media strategies and platform performance reports including metrics, trend analysis and recommendations for future efforts.
  • Implement and manage social media advertising initiatives to encourage Selective Service awareness and recognition among general publics.
  • Planning, designing, and implementing creative, effective public affairs programs, campaigns, projects, or studies.
  • Monitoring effective benchmarks for measuring the impact of web and social media programs.
  • Serve as a social media advisor and preparing communications plans for agency leadership.
  • Work collaboratively across the entire organization, other federal agencies, and private sector organizations to execute a modern social media program, drive engagement, and grow the audience.
Upon successful completion of the training program, Recent Graduates are eligible for non-competitive conversion to a permanent or term appointment within the Selective Service System. To be eligible for conversion to a permanent or term position, Recent Graduates must:
  • Successfully complete at least 1 year of continuous service in addition to meeting all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

Qualifications

Recent Graduate Program Eligibility: To meet this requirement, you completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. If you are a veteran who was unable to apply within two years of receiving your degree due to military obligation, you have as long as six years after degree completion to apply. If eligible, documentation of your appointment eligibility through transcripts, letters, records or statements issued from the governing body or institution, and veterans' documentation, if applicable, must be submitted with your completed application.

To qualify for the GS-Public Affairs Specialist, GS-1035-07 position you must have completed at least one (1) year of specialized work experience equivalent in difficulty and complexity to the next lower grade level (GS-05) in the normal line of progression for the occupation in the organization. This experience includes applying knowledge and skill in public awareness and communication methods and adaptation of approaches in developing new information materials and formats aimed at enhancing the public's understanding of significant agency programs and issues. Must have skill working with standard office automated applications such as photo composition, and technical competence with miscellaneous equipment. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

B. Have completed one (1) full academic year of graduate education or have superior academic achievement in the field of Public Affairs.
Or
C. Have a combination of A, and B above.

To qualify for the Pubic Affairs Specialist, GS-1035-09 position, you must have completed at least one year of specialized experience, equivalent in difficulty and complexity to the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. This experience included utilizing methods and techniques to the solution of complex public affairs problems such as developing and presenting informational material to achieve understanding of various points of view or concepts from publics with varying levels of understanding and different interests and perspectives on the subjects; employing a number of information gathering techniques in collecting and analyzing public reaction to information programs; and developing recommendations for management in improving the agency's communication with the general public and specialized groups. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

B. Have a master's degree or equivalent graduate degree in a related field such as: Public Affairs, Marketing, Communication and Outreach, Quantitative methods, Public Service, Public Communication and Organizations, etc.
Or
C. Have two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
Or
D. Have a combination of A, B, and C above.

To qualify for the Pubic Affairs Specialist, GS-1035-11 position , you must have at least one year of specialized experience, equivalent in difficulty and complexity to the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. This experience includes establishing the need for information materials to support Agency programs; using a variety of methods and techniques in achieving communication goals; and providing news releases, feature articles, speeches, fact sheets, background papers, public service announcement, websites content, etc., to agency offices. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

B. Have a Ph.D. or equivalent doctoral degree in the field of Public Affairs.
Or
C. Have three full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
Or
D. Have a combination of education and experience listed in A, B and C.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
