The Office of Petroleum Reserve (OPR) provides program direction for the establishment, management and maintenance of the Strategic Petroleum Reserve (SPR), which is the world's largest supply of emergency crude oil that is stored in huge underground salt caverns along the coastline of the Gulf of Mexico.

Responsibilities

As a Safety and Occupational Health Manager, you will:

• Provide advice to senior management and serves as an expert in planning, management, and oversight of Office of Petroleum Reserves (OPR's) safety and occupational health program for petroleum storage and distribution operations.
• Provide leadership, and guidance to the subordinate Field sites safety and occupational health representatives in the interpretation of pertinent legislation, regulations, standards to ensure compliance and to conform to Federal Employee Occupational Safety and Health (FEOSH) requirements and to set program goals and priorities to ensure achievement of sound program objectives and improvements to safety and health.
• Serve as the OPR lead and technical authority on all Occupational Safety and Health (OSH) program and project matters related to storage, refining, production and transportation.
• In consultation with Departmental, Fossil Energy/Office of Health, Safety and Security (HSS), and OPR staff develop and execute policy guidance to ensure safe work environment.
• Provide input for and review program budgets established for safety and occupational health program activities, for completeness and adequacy in relation to DOE requirements, regulations, orders; and assure adequacy in meeting safety and health goals.
• Provide oversight to OPR field sites on overall safety protocol, established procedural documents, and conducting occupational safety field site inspections and appraisals on conditions of the work environment.
• Serve as headquarters representative on FE-related Accident Investigation Board (AIB).
• Serve as OPR lead on the development, deployment, and maintenance of an Integrated Safety Management (ISM) Program to eliminate or reduce the risk of human injury, property and productivity losses caused by harmful contact incidents through the design of effective management policies, programs, or practices.
• Establish and maintain liaison with other Federal regulatory and research agencies regarding worker safety and occupational health, and resolving jurisdictional issues.

• Must maintain Certified Safety Professional (CSP) certification in order to perform safety and occupational health representational activities on behalf of the Office of Petroleum Reserve (OPR).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:

• Experience managing, administering and/or implementing an occupational safety and health program in a petroleum industry related field (operations, transportation, distribution, refining, and/or production);
• Experience implementing safety and health standards, laws, codes, policies and current technology into an organization;
• Experience compiling, reviewing, analyzing and monitoring long-term safety performance data; and
• Experience providing technical assistance and/or oversight to a field site on safety and occupational health program activities.

ADDITIONAL QUALIFICATIONS REQUIREMENTS:

3. Knowledge and skill in applying methods, and procedures used by industrial hygienist's.
4. Ability to communicate complex safety and occupational health issues orally, and in writing.5. Ability to assess program needs and objectives to provide input into formulating, justifying, and/or defending annual program budgets.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

• Managing safety or occupational health program elements.
• Developing and recommending safety and occupational health policy to higher levels of management.
• Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
• Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
• Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
• Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
• Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
• Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
• Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
• Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification.

At the GS-14 grade level, applicant must have one year of specialized experience equivalent to the GS-13 grade level in order to qualify for the position. (See Qualifications Section)
