Summary

This position is located within the Office of Management., Assistant Secretary for Management, Office of Strategic Planning and Performance Improvement. The incumbent supports the Department's organizational performance program. The work involves familiarity with organizational performance management practices and the Government Performance Results Act Modernization Act (GPRAMA).

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Contributes to the development, execution, and sustainment of a variety of agency performance management and improvement practices related to GPRAMA, OMB Circulars A-11, A-123, and A-136, and other pertinent laws, regulations and agency policies.

- Leads and coaches others on the development of measures that capture the effectiveness of agency programs.

- Supports the Department's quarterly performance and budget reviews conducted by the Deputy Secretary and Performance Improvement Officer.

- Participates in the design and execution of the strategic planning process, including playing a critical role as a lead and supporting team member in the establishment of agency or program performance goals.

- Assists with the development and delivery of resources designed to increase Treasury's performance capability.

- Establishes and maintains effective working relationships with individuals at all levels throughout the Department and representatives from other Federal agencies.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as:
- Experience applying analytical and evaluative methods and techniques with qualitative and quantitative datas to identify and communicate the efficiency or effectiveness of program operations; AND
- Experience with project and study planning to evaluate and recommend ways to improve program operations; AND
- Experience with developing goals and performance measures for programs.

OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-11 grade level.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-9 level for 52 weeks.


For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as applying analytical and evaluative techniques to assist with qualitative and/or quantitative data reporting and improvement identification in support of programs and policy operations.
OR
You may substitute education for experience as follows: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work OR an LL.B. or J.D., in a field related to this position.
OR
You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-9 grade level.
