Summary

This position is located in Criminal Division's Office of Administration, Information Technology Management (ITM) unit and serves as the Assistant Director, Development Services. The Assistant Director has responsibility for the management of internal and external software services, including custom application development, intranet support, SharePoint, software service providers, and all related cyber security functions.

Responsibilities

  • Managing large, multi-year, multi-million dollar enterprise wide custom development projects, commercial off the shelf software implementations, enterprise wide intranet projects, SharePoint development and governance, and development and intranet system upgrades and patching.
  • Serving as Contracting Officer's Representative on all software services related contracts interfacing with the contractor program managers to ensure performance, timing and cost of all deliverables and representing the day to day priorities of the Criminal Division.
  • Creating and managing a project dashboard, which outlines both the projects currently underway and those on the backlog, with their priority according to the overall business objectives.
  • Overseeing the initial planning stages for projects. Creating structured schedules and project plans based on the project goals, resources needed, potential risks, time to market and budget constraints.
  • Partnering with colleagues to assess how projects will affect workload, impact the work of the unit, and identify dependencies and possible issues across teams.
  • Tracking deadlines, deliverables, resources, and timelines throughout the project process. Holding resources inside and outside of the organization accountable for their commitments.
  • Providing management and oversight to all cyber security efforts related to the platforms, software and data related to software services both internal and external.
  • Managing the maintenance and patching of the software services platforms to meet the time and performance standards set forth in internal policies.

Qualifications

To qualify for the GS-14: You must have at least one year of specialized experience at, or equivalent to, the GS-13 federal grade level. This experience must include duties such as: Leading IT project teams in advanced systems software or hardware development or implementation efforts; applying agile or agile-like project management principles to large scale, complex IT infrastructure projects; and developing project plans to ensure the successful acquisition, installation, and upgrade of IT application requirements..

In addition to specialized experience, applicants must also demonstrate proficiency in the following four competencies:
  • Attention to Detail - creates and reports on metrics and key performance indicators for executive reporting.
  • Customer Service - works with IT managers to assess needs, provide expert technical information, and collaborate on solutions.
  • Oral Communication - provides project briefing to senior management officials and persuades officials to accept recommendations.
  • Problem Solving - utilizes project management principles, proposes solutions to complex issues related to resources, project scope, and customer requirements.
  • Selective Placement Factor:

    • Project Management Professional (PMP) - Project Management Institute Agile Certified Practitioner (PMI-ACP)
    • Professional Scrum Master Certification Level 1 (SCRUM.org)
