Duties

Summary

The position is located in the Information and Customer Services Branch, Information Products Division, National Agricultural Library, in Beltsville, Maryland.

The purpose of this job is to serve as the Program Leader for Nutrition and Food Safety Programs, and is responsible for policy making, planning, directing and evaluating program requirements, activities, and functions of NAL's specialized information centers in food, nutrition and food safety.

Responsibilities

  • Identifies and translates strategic issues, concerns, trends, and policies into effective information programs and partnerships.
  • Develops and implements strategies and management guidelines for complex and changing products and services.
  • Leads in the development and implementation of new training and information programs, products and services critical to the researcher, practitioner, and consumer community.
  • Coordinates the implementation of advanced IT solutions to optimize the provision of specialized Web-based information programs, products and services.
  • Provides technical and administrative supervision to staff, ranging in grades from GS-9, 11, and 12.
  • Represents NAL at meetings of professional library and scientific associations with a special emphasis on interpreting FNIC and FSRIO roles as leading information resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by 11:59pm of the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:

To qualify at the 1412 Series
Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. Related degrees include Bachelor's of Science in Nutrition or Dietetics.

Or

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

A combination of education and experience as described above.

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing or implementing training or information programs related to nutrition; and identifying strategic issues, concerns, trends, or policies into effective information programs or partnerships.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
