Summary

The Special Inspector General for the Troubled Asset Relief Program (SIGTARP) has the authority to appoint highly qualified re-employed annuitants without a salary offset (reduction). All re-employed annuitants serve at the will of the agency head and appointments do not confer tenure.

Responsibilities

As a Chief Financial Officer, you will:
  • Manage the office of the Chief Financial Officer and, as such, is responsible for supervising and managing the staff of the office.
  • Perform supervisory duties such as assigning work, reviewing and evaluating performance, recruiting for vacancies, recommending promotions and awards, taking disciplinary action and resolving grievances. Supervise the agency's Budget and Financial Analysts, requiring in excess of 25% of CFO's time.
  • Responsible for establishing and applying accounting theories, concepts, principles, and standards to the financial activities of the Agency, including: budget planning, development and execution; directing and overseeing administrative services including contracting and purchasing, space management, records management, supplies and equipment, minor construction, travel, relocation, and purchase cards; and ensuring that a system of internal controls is in place to prevent fraud, waste, and abuse of resources.
  • Develop accounting policies, procedures, requirements, and standards.
  • Ensure that the Agency's financial systems, operations, internal controls and reports meet the requirements of law and regulations. Reviews and interprets federal legislation, rules, standards, and regulations pertaining to accounting and financial management.
  • Provide high-level oversight to the financial statement audit. Review existing systems for revisions and recommends modifications to systems design as necessary.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes:
  • Providing guidance in the development or execution of a major organization's financial plan; AND
  • Reviewing and improving financial management processes; AND
  • Providing budget policy and direction to a major organizational component.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established under the Emergency Economic Stabilization Act of 2008. The mission of SIGTARP is to protect Americans by operating as a law enforcement office and an audit watchdog over the TARP programs. We are looking for people to join our team as we work to protect Americans from fraud, waste, and abuse in TARP.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
