  • Bachelor 's degree in Business Administration, Economics or related field
    • In lieu of Bachelor's degree a high school diploma or GED and four (4) years of responsible experience in public or private sector business planning or analysis may be considered

  • Four (4) years of experience in public agency procurement and responding to audits.

  • Prior experience working with Freedom of Information Act (FOIA) requests.

The Procurement Analyst plans, establishes, analyzes and evaluates procurement and materials programs; reviews proposed contractual actions for compliance with regulatory requirements, generally recognized business and procurement practices, develops policies and procedures; and guides and advices others concerning a variety of procurement issues. The incumbent exercises significant initiative and expert judgment in interpreting and applying procurement policy procedures to specific procurement contract situations as well as formulating policies/procedures and exercises considerable judgment in evaluating the adequacy of contract administration and recommending improvements for the execution of contract administration functions that are performed by contracting officers and program personnel.

Essential Functions
  • Analyzes and evaluates procurement policies, plans, methods and actions within the Office of Procurement and Materials and serves as the technical authority on matters concerning internal procedures. Makes recommendations and initiates the development, of new and revised procurement policy and methods within the Authority.
  • Reviews Federal and Authority rules, regulations, and directives affecting procurement, and recommends changes in procedure to comply with the relevant laws and Procurement Policy. Monitors and evaluates the procurement and material functions to ensure compliance with a wide variety of Federal and Authority regulations.
  • Reviews the administration of all Authority procurement contracts to determine compliance with laws regulations, court decisions, recognized business practices and other policies. Resolves critical problems and develops improved approaches for use Authority wide. Ensures that appropriate actions are taken by contracting officers and other program personnel. Ensures that deliverables are successfully delivered on time within the contract cost or price, and the government's interests are protected through proper and timely contract administration actions. Identifies and reports deficiencies to the Supervisor, Policy, in the Office of Procurement and Materials. Makes recommendations for corrective actions and to improve Authority contract administration practices.
  • Develops procedures and specific directives for contracting officers in administering all contracts, that result in improved practices, work products (i.e., reports analyzing contract administration performance and recommend methods for making improvements).
  • Selects representative samples of procurement actions for review and analysis and prepares recommendations for maintenance or improvement in the level of their quality.
  • Researches and summarizes laws, regulations, and procedures and distributes summaries to the Office of Procurement staff.
  • Performs all duties related to responding to the Authority's Public Access to Records Policy (PARP).

Other Functions
  • Recommends innovative solutions to previously non-replicated problems and situations within the procurement and material areas.
  • Performs duties related to responding to subpoenas or other legal documents.
