Responsibilities Responsibilities: Provides Enterprise Test & Transition expertise to the technical planning and full Systems Engineering and Integration (SE&I) lifecycle, for the NSG ground enterprise mission capabilities, leveraging Mission Partner, NGA systems, and GEOINT source data, to integrate a new Motion GEOINT resource into the NSG to drive mission tradecraft transformation. Serves as the NTM-L Enterprise Transition Lead, coordinating all aspects of the NTM-L Enterprise transition to operations, working across NGA Segments and Directorates and Mission Partner organizations. Supports NTM-L Enterprise Test activities (eg, planning, test plan development, test data, readiness, test execution) leading up to Enterprise Transition. Successful candidates must have demonstrated knowledge and hands-on experience with: Managing, planning, and coordinating NSG Enterprise-level transition activities to deliver NTM capabilities into operations Documenting and implementing multi-system Enterprise Transition Plans Assessing Enterprise and System/Segment-level baseline readiness for transition and acceptance into operations Leading/participating in Enterprise Milestones for transition/operational readiness (eg, Operational Readiness Review (ORR) Coordinating both internally with NGA Segments and entities (eg, Transport, Comms) and externally with IC partners to ensure 1) NSG Enterprise baseline maturity alignment and 2) all test data and resources are identified and available for transition events/activities Monitoring and reporting transition status to Senior Leadership; partnering with NGA and Mission Partner Segments to support issue investigation and resolution (eg, Discrepancy Reports (DRs), Problem Reports (PRs) National Technical Means (NTM) phenomenology and applications Systems and subsystems that constitute the NSG Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) functions Specific responsibilities include, but are not limited to: Execute transition activities to deliver new NTM capabilities into the NSG operational baseline Prepare and coordinate Enterprise transition plans, checklists, and procedures with internal and external NSG stakeholders; work across the NGA Segments comprising the NTM-L baseline to develop the step-by-step NTM-L Enterprise Transition Plan (ETAP) Facilitate NGA Enterprise Transition Planning WGs, tabletop reviews, and rehearsal exercises Co-lead Joint Enterprise Transition WG meetings and activities with the Mission Partner, to ensure a seamless Joint-Agency transition Coordinate with appropriate NGA Control Boards to receive the necessary approvals to proceed throughout the Enterprise Transition lifecycle; ensure appropriate authorizations are in place Coordinate transition data needs across NGA Segments; work with NGA Research, the Mission Partner, and others to develop data generation and delivery plans and schedules Conduct NSG Enterprise and System-level transition Readiness Reviews, Confidence Reviews, and Operational Readiness Reviews (ORRs) Support investigation and resolution of Enterprise Transition-related issues with Segments, Transport, Comms, etc Document and conduct Joint transition recommendations for declaration of Initial (IOC) and Full Operational Capabilities (FOC) Support development and coordination of Enterprise Transition Request for Changes (RFCs), as required Qualifications Required Qualifications: Active TS/SCI clearance BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline 11 years of Systems Engineering and Integration (SE&I) experience (eg, capabilities implementation, testing and integration, system transition and SLC process experience), with 10 years of recent agency-specific experience Working knowledge of and ability to work with NGA segments to capture and document schedule, test and transition events related to planned NSG enterprise transition activities Working knowledge of the Enterprise Transition process for large, multi-Segment transitions Working knowledge of NTM system phenomenology and applications Working knowledge of the systems and subsystems that constitute the NSG TCPED functions Ability to work independently and within a team environment Good customer teaming skills; ability to collaborate in cross-functional teams Strong interpersonal, problem solving, organizational, and multi-tasking skills Desired Qualifications: MS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline Experience and Expertise functioning as a PM, Project/Task Leader of a Team or IPT, especially the Enterprise/SOS level of IV&VT IT credentials and certifications (eg, DAWIA, PMP, INCOSE, ITIL, CISSP and SAFe Agile) Knowledge of NSG change management processes (eg, RFC process) Demonstrated ability to lead multi-disciplinary project teams Demonstrated ability to use MS Office tools (Project, Visio, SharePoint, PowerPoint, Excel ) About Perspecta What matters to our nation, is what matters to us.
