Summary

A technical program expert for Technology Infrastructure performing a wide range of analyses, reporting, project management, and training activities. The Program Analyst is responsible for the development and implementation of the Board's data management strategy, advanced analytical and statistical capabilities, tracing and recording key Board metrics, and ensuring that the Board's components are provided with the data.

Responsibilities

1. Perform needs-analyses of the Board's business-line information requests. The needs analyses may include defining new or improved business process solutions;
2. Perform statistical analyses of the Board's program performance and provide recommendations for enhanced process capabilities;
3. Create and maintain reports that provide timely and accurate information for strategic planning and workload management;
4. Perform mathematical computations required in the reduction of organizational or other types of data to a form suitable for interpretation and evaluation by leadership
5. Work with database, data warehouse and data lake developers/contractors to ensure analytical utility of data in the data warehouse and applications and create applications allowing Board users access to the data (e g., OBIEE, Tableau, Looker, etc.), and where possible;
6. Participate in consultations with customers to identify and specify requirements;
7. Conduct feasibility studies and trade-off analyses;
8. Lead or participate in Technology Infrastructure work teams to conduct business process reengineering plans and implementation strategies;
9. Convey results of analyses, insights, and work products to decision makers, managers, and other personnel. Work products may be data extracts, analytical models, forecasts, or tools developed within Technology Infrastructure for workload management and performance evaluation. To this end, responsibilities may include some or all of the following:
a. Assist in the development of requirements that support effective utilization of data;
b Participate in or reviews proposals for the design, development, implementation. and evaluation for new or enhanced business line data management activities within the Board;
c Conduct ad hoc analyses such as feasibility studies, trade-off analysis, or cost benefit analysis, as well as supporting data requests from the Board's senior leadership regarding past Board performance, statistical, and root cause analysis of key issues affecting the Board's ability to achieve its goals. Inform Technology Infrastructure management of issues and events arising because of reviews and analyses for which the incumbent is assigned;
d Utilize knowledge of analytical tools and techniques to provide recommendations relating to business and Veteran information applications.
e Monitor related program development and implementation, reports, or analyses to ensure compliance with technical objectives and requirements; and/or
f Provide timely and accurate responses to ad hoc requests

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated experience in developing and applying (a) analytical and evaluative methods for assessment and improvement of program effectiveness or the improvement of complex management processes and systems; (b) large data system architecture, maintenance and querying; (c) regulatory program administration to select and apply appropriate program evaluation and measurement techniques; and (d) project management and organizational principles and practices; project management and organizational principles and practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. The incumbent may carry light items such as books, instruments, and other similar materials. The incumbent may travel to various VA facilities, training sites, or conferences. The work does not require any special physical
effort.
