Summary

OPIC will become the new U.S. International Development Finance Corporation (DFC) effective October 1, and must establish a Chief Development Officer (CDO) position. The CDO is responsible to focus the DFC on driving measurable development impact at the strategic level. The purpose of this coordination is to ensure that departments, agencies and overseas missions have training, awareness and access to the DFC's tools as they relate to development policy and in-country projects.

Responsibilities

The CDO is appointed by the DFC Chief Executive Officer (CEO), subject to the concurrence of the Administrator of US Agency for International Development (USAID) and approval of the Board of Directors (the Board). The CDO operates in coordination with the Chief Executive Officer (CEO); works with the senior management team, the Board, and staff as they define the organization's direction and priorities (e.g., support for low-income and lower-middle income economies); identifies new methods for increasing impact and obtaining new sources of funding to support its strategic objectives; assesses development-related impact metrics, processes and activities; provides senior management with input concerning any issues that may hamper DFC operation or impact; and works with appropriate DFC staff to develop a new development impact measurement system for the DFC.

The CDO will:
  • Work with the CEO, staff, and the Board to facilitate short and long-term strategic plans that are relevant to development impact. Provide recommendations to DFC senior management and the Board as appropriate on strategies and mechanisms for strengthening the organization's international development impact.
  • Identify and address development impact issues that affect the efficiency, growth and viability of the organization.
  • Foster a culture that focuses on strengthening development impact and ensure that DFC programs are executed in keeping with the organization's goals, vision, and mission.
  • Participate with the CEO and senior management to develop and assess the organization's performance metrics, monitoring and evaluation plans
  • With the DFC Chief Finance Officer (CFO), authorize and coordinate transfers of funds or other resources to support DFC projects.
  • Ensure that the DFC Annual Report to Congress will include an analysis of development impacts and the extent to which DFC achieved its goals.
  • Support DFC in its strategic relationships with private sector entities that are focused on the nexus between business opportunities and development priorities.
  • Manage the operations of the CDO office efficiently in collaboration with the DFC staff at all levels.
  • In collaboration with DFC management and the Chief Risk Officer (CRO), support efforts to reduce business risks through DFC's direct transaction support and investment partnerships. Establish a balanced program for development impact that takes into consideration organizational goals, risk appetite, sustainability, resources and funding.
  • In coordination with senior management and relevant staff, establish performance metrics, determine the effectiveness of monitoring and evaluation programs designed to assess the impacts of DFC projects and evaluate the efficacy of any programs initiated by the CDO office.
  • In developing and operating any DFC programs, maintain accountability and ensure compliance with relevant DFC regulations and legislation.
  • Support the training of DFC staff in identifying and assessing development impacts.
  • Work with management and staff on strategic initiatives, grants and technical assistance programs, and other new initiatives to ensure that they are focused on development impacts as a key aspect of DFC programs.
  • Provide the Office of External Affairs with information on the organizations development impacts for use in internal and external reporting, as well as public relations materials.
  • In cooperation with DFC senior management, prepare reports for the Board each quarter, or as requested, concerning the development impacts of the DFC and the work of the Office of the CDO as appropriate.
  • Serve as an ex-officio member of the Development Advisory Council.

Qualifications

This is an Executive level position in the federal government, part of an elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This dedicated corps of executives is charged with providing strategic leadership and upholding a commitment to public service. Applicants must have:
  • Proven experience in a private sector entity, Non-Government Organization or government development agency focused on international project finance, to include private sector investment.
  • Minimum of 5 years in a senior management role in a government, private sector or non-profit organization or similar environment, managing projects and staff in the area of international project finance or international development programs directed toward the private sector.
  • Proven track record of success in identifying effective partnerships and creating innovative collaborative opportunities in the area of international project finance or international development with a private sector focus.
  • Demonstrated commitment to assessing and improving international development impact.
  • Ability to build and nurture coalitions across a diverse array of governmental and non-governmental organizations.
  • Strong interpersonal, decision-making, and leadership skills.
  • Excellent verbal and written communication skills.
  • Analytical thinking and ability to analyze data to solve complex problems.


Education

Bachelor's Degree (Master's Degree preferred) in Business Administration, International Relations, International Development or related field.
