The Logistics Specialist provides administrative staff support. advisory services. and professional and technical assistance to the Head of the Logistics Section in the Integrated Support Services Directorate. on matters relating to receiving, distribution and supply. and loading dock operations for the Madison Building. as assigned. including deliveries of supplies. furniture and equipment. publications. and other materials utilized by the Library.

Responsibilities

Plans, leads, and coordinates special projects or studies involving logistics program issues that contain complicated elements. Projects may include reviewing specific programs or developing new initiatives in various logistics program areas. Performs evaluation assignments of projects and studies that require analysis of interrelated issues, such as effectiveness, efficiency, and productivity of logistics operations. Organizes assigned projects and directs team study work. Develops plans of action to insure that project goals are achieved. Motivates team members to maintain their commitment to the methodology, processes, and goals. Writes reports, organizes special committees, training, or other ISS-wide activities. Makes recommendations to the Head of Logistics and senior management officials.

Analyzes a variety of service and performance metrics for various service options within Logistics operations. Analyzes customer requirements lo ensure that Logistics services meet customers' needs and Logistics standards of service. Reviews and updates Logistics policies and procedures to ensure compliance with guidelines and regulations. Interprets procedures and recommends new or revised policies and procedures to the Logistics Head.

Develops new or innovative work methods, techniques, guidelines and operating policies and procedures required to fulfill various Logistics responsibilities, including receiving and distribution of deliveries in general, as well as items requiring special handling, storage and maintenance. Assists in determining the adequacy of existing practices to meet current, new, or specialized mission requirements. Reviews and recommends changes to meet future mission needs to enhance the efficiency of current and future operations. Assists in the review of customer service methods and operational procedures to determine improvements and upgrades needed. Assists with program planning for Logistics operations.

Analyzes all data on the ISS fleet utilization for both Logistics trucks and other vehicles managed by the Transportation Unit using cost per miles data, driver and other pertinent data; collects data regularly to determine cost effectiveness, identifying program efficiencies and recommending changes and alternatives to ISS management.

Develops specifications for automation of new or complex logistics processes, supports the integration of related logistics program functions and may utilize the Library's automated financial management system. Leads committees in developing core requirements and testing of automated processes that relate to Logistics activities.

Establishes and coordinates a capital equipment program for the Library's Materials Handling Equipment (MHE) and powered industrial equipment and proposes additions and modifications when necessary to the MHE Program. Independently develops the annual management plan and budget for the Library's MHE Program and other industrial equipment and related operating requirement, including requirements for purchasing, maintaining, and replacing Government ­owned material handling equipment and other powered industrial equipment for the agency's use in several locations.

Serves as the Library's expert on matters concerning the procurement, repair, and maintenance of Library-wide MHE. Monitors the Library's efforts towards reducing overall MHE fleet costs and improving reliability and availability of MHE to meet the library's mission.

Serves as the COTR on contracts related logistics operations and services. Develops technical requirements, statements of work evaluation criteria and monitors contracts to determine whether the vendor or contractor services or products conform with the contract requirement.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of policies, processes and regulations related to inventory, property, equipment and supply management.**

Ability to communicate in writing.

Knowledge of automated, administrative tools and asset management systems.**

Ability to analyze organizational and operational problems and develop solutions.

Ability to plan and manage a logistics program.

Knowledge of contract preparation and contractor monitoring policies and procedures.**

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.

This is a non-supervisory, non-bargaining position.
