Summary

This is a Senior Executive Service position located within FEMA's Mission Support Bureau, in the Office of the Chief Component Procurement Officer (OCCPO). The Deputy Chief Component Procurement Officer reports directly to the Chief Component Procurement Officer and assists in ensuring all acquisition and contracting administrative programs and contractual commitments for equipment, supplies, goods and services are made in the framework of federal and departmental statutes and regulations.

Responsibilities

The Office of the Chief Component Procurement Officer (OCCPO) provides a full range of acquisition services to FEMA programs, partners, and the survivor community considerate of the laws, rules, and regulations that govern the federal acquisition process in a manner that is directly focused on the mission of FEMA. The incumbent along with the Chief Component Procurement Officer provides leadership for FEMA's Acquisition programs and provides day-to-day operational and management oversight and guidance to the staff of OCPO in executing their respective management functions. The incumbent has broad responsibility for all administrative requirements for OCPO, including budget preparation and planning, and finding successful strategies for new resources acquisition.

Key duties and responsibilities of the incumbent include the following:
  • Assists the Chief Procurement Officer in providing leadership for the implementation of FEMA's acquisition and contracting policies and procedures with the goal of timely development, procurement, and deployment of complex acquisition solutions and program management systems for FEMA mission.
  • Serves as the Acquisition Advisor to Federal Coordinating Officers in large and/or complex disasters to provide expert advice on disaster acquisition programs and contracts.
  • Provides leadership for all aspects for FEMA's Commercial Services Management and DHS Balanced Workforce Strategy responsibilities under statue and OMB and DHS directives and policies.
  • Develops and implements strategic and tactical plans, track their performance measures including the annual levels of Agency-wide contractor awards and funds obligation, and manages internal controls audits for all agency procurements. Assures adequate internal controls are in place and effectively employed to prevent fraud, waste, mismanagement and abuse.
  • Represents FEMA in contracts with outside activities, including contractors and their business representatives, and other Federal agencies (e.g. Small Business Administration, Department of Labor). Represents OCPO as senior acquisition advisor on Executive Steering Groups for development of major Agency-wide and Department-wide programs and systems. Ensures appropriate financial and legal reviews and compliance with rules established by legal or higher-level regulations and the Federal Acquisition Regulation.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS - MANDATORY
  • Demonstrated experience serving as a technical expert advisor on acquisition matters; establishing and communicating organizational priorities & goals; and overseeing the execution of acquisition activities to meet Agency mission.
  • Comprehensive knowledge of Federal Procurement Regulations, laws, rules, policies and procedures; and disaster operations/emergency response protocols.
  • Demonstrated experience engaging with senior inter/intra-Agency leadership to effectively communicate acquisition strategies to drive measurable positive outcomes.

  • EXECUTIVE CORE QUALIFICATIONS (ECQs):

    ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
