The Chief of Logistics Services serves as the manager responsible for the Logistics Services operations in the Integrated Support Services (ISS) Directorate, Office of Support Operations (OSO), Library of Congress (LC).

This is a supervisory, non-bargaining unit position.

Responsibilities

The incumbent serves under the general supervision of the ISS Chief of Operations for scope of assignments, technical advice and compliance with policies, procedures and regulations and works with a high degree of independence in decision-making and actions. Assignments are in terms of broad, general objectives of planning, directing, controlling, and coordinating the logistics functions for the Library of Congress including technical functions of materials management, inventory management, logistics operations, supply functions and labor support. The overall effectiveness of the logistics program is reviewed in determining accomplishment of objectives and conformance to overall policy.

Manages agency program for Logistics operations including asset management, receiving, loading dock management and warehousing, agency-wide management of material handling equipment; supply services and transportation services. Evaluates, analyzes, and develops logistics programs, policies, methods, or procedures to further the Library's goals in the areas of asset control, accountability, inventory management and security, reutilization and disposal, recycling of material, material handling equipment and transportation. Responsibilities include planning and directing the agency's personal property management program through subordinate staff, ensures LOC adherence with automated and manual property control systems including receipt and temporary storage of unprocessed collections and bulk materials.

The general daily operations of the Library of Congress require a wide variety of supplies and materials which must be immediately available to satisfy the needs of the staff, of the Congress and of the scholarly community effectively. Anticipation of those needs and the ability to acquire and deliver unanticipated requirements in a timely manner is critical to the success of the logistics operation specifically and the library's mission generally. The incumbent must rely upon a detailed knowledge of the Library's overall operations and mission, the materials and supplies necessary to satisfy those needs and the acquisitions process. Further, the incumbent must be sensitive to nuances which may change or redirect those requirements: an intuitive sense of requirements not yet formalized.

Supervises a group of employee performing logistics work at the GS-13 level and below. Provides administrative and technical supervision necessary for accomplishing the work of the division.

Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects appropriate disciplinary measures to the authority delegated in this position. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Directs and manages the supply management, receiving and warehousing operations. Establishes program standards and revises existing procedures. Develops new or innovative inventory controls, procedures, and policies to ensure property/equipment protection and maintenance and to accommodate existing or anticipated program needs.

Oversees and maintains a warehouse management operation and system that ensures accurate tracking of material received and stored in the Logistics warehouse and reports receipts to the Library's main ordering and tracking systems.

Directs and manages an agency-wide property and equipment inventory management program with national or international impact. Oversees coordination of the Library's fixed asset control and tracking program. This program includes frequent collaboration with Service Units' Property Control Liaisons and LC management officials on annual asset surveys, determination of excesses, and redistribution and disposal of equipment. Plans for and is responsible for the quarterly Fixed Asset Reconciliation review conducted in conjunction with the Office of the Chief Financial Officer (OCFO).

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
