Summary

The Economist position is in the Department of Veterans Affairs (VA), Office of Regulation Policy and Management (00REG), Office of the Secretary, located in Washington, DC. The incumbent is responsible for performing a broad range of major assignments involving project formulation; planning and carrying out complex economic research; analyzing findings; and preparation of reports presenting results.

Responsibilities

  • Develop regulatory impact analyses (RIA) in accordance with EO12866.
  • Develop RIA accounting statement in accordance with Regulatory Right to Know Act.
  • Perform project formulation data and analyses by planning and carrying out complex economic research and analyzing findings.
  • Serve as point of contact with Office of Management and Budget's desk officer concerning all RIA and liaise on request.
  • Serve as subject matter expert on statistical analyses of the VA's regulations.
  • Formulate the development of cost-benefit models to simulate the financial and policy impact of changes in VA's regulations.
  • Coordinate and present statistical information and technical analyses related to VA regulations to executive leadership.
  • Conduct economic research and analysis and develop methodologies and approaches for research.
  • Review the costing, economic impact and long range regulatory planning based on proposed legislation.
  • Monitor departmental compliance with major federal laws.
  • Conduct technical review of analyses from other federal agencies and provide guidance to the Director.

Applicants must meet the Individual Occupational Requirement (IOR) which has an education and experience Basic Requirement AND Specialize experience.

Individual Occupational Requirements (IOR): to qualify for the IOR applicants must meet the requirements below:

Basic Requirements

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR Combination of education and experience: courses equivalent to a major in economics, as shown in (1) above, plus appropriate experience or additional education. AND
EVALUATION OF EXPERIENCE: examples of experience includes:
  • individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

  • AND
    SPECIALIZE EXPIENCE:

    Specialize Experience is one year of experience, equivalent to at least the GS-12 level of the Federal service local, state, and government or working in a small businesses entities performing duties: 1) developing regulatory impact analyses and accounting statements; 2) Performing project formulation and conduct complex economic research and analyze the findings; 3) Developing methodologies and approaches to economic research;
    4)monitoring departmental compliance with major laws, rules and regulations

Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment.     Additional information

    Work Schedule: 8:00 AM - 4:30 PM. Alternate work schedules are available.

    Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work.     Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
