Summary

As a Financial Management Specialist (Recent Graduate) you will be serving as liaison with program managers and the Office of the Chief Financial Officer on HRS fiscal-related activities.

Successful applicants are placed in a dynamic 1 year developmental program with the potential to lead to a civil service career in the Federal Government. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position.

Responsibilities

  • Supports Associate Director and Deputy Associate Director for HRS, providing fiscal, budget, and strategic planning advice and counsel.
  • Coordinates and prepares budget deliverables working with program and budget formulation staff and makes recommendations on strategic goals and allotment of funds in accordance to appropriate Federal laws, regulations, policies, and guidelines.
  • Collects, analyzes, and presents a wide variety of statistical data to use as documentation and support for HRS budget justification/execution deliverables, allocation and monitoring for the Revolving Fund activities.
  • Provides in-depth analysis to support reconciliation efforts between HRS program delivery and general ledger accounts to facilitate the preparation of agency-wide monthly financial statements.
  • Supports strategic planning process with insights on resource implications and efficiencies, future workload, and customer priorities.

Qualifications

To qualify at the GS-9 level, you must have at least one of the following:
  • One full year of specialized experience comparable in scope and responsibility to the GS-7 level in the Federal service (obtained in either the public or private sectors) which required you to perform the following duties: 1) prepare budget deliverables working with program and budget formulation staff; 2) assist in compiling monthly, quarterly, and annual business activity to include financial metrics (sales, revenue and expenses, etc.) and efficiency measures; and 3) support senior staff in designing customer-tailored management information reports and briefing materials to communicate critical financial and related data to management (Note: your resume must fully support this response otherwise you will not be rated qualified.) OR
  • Completed a Master's or equivalent graduate degree or completion of at least two full academic years of progressively higher level graduate education leading to a master's degree or LL.B or J.D, if related, in Finance, Accounting, Business Administration or other related degree (36 semester hours or 54 quarter hours). OR
  • Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

  • To meet the Recent Graduate Program Eligibility requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.

    All Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.)     PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:
    Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements.
    To be eligible for conversion, Recent Graduates must:

    - Complete one continuous year of work experience acquired through a Recent Graduate Program
    - Complete 40 hours of formal interactive training
    - Meet the qualification standards for the position to which the Recent Graduate will be converted
    - Meet any agency-specific requirements specified in the Participant's Agreement
    - Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.
