This position is located in the Headquarters Office of the Consumer Product Safety Commission (CPSC), Directorate for Epidemiology, Office of Hazard Identification and Reduction, Division of Hazard and Injury Data Systems, Statistical Support Branch. The branch is responsible for all statistical aspects of the National Electronic Injury Surveillance System and the statistical aspects of Interagency Agreements (IAGs) with other federal agencies.

Responsibilities

The selectee will serve as a Supervisory Statistician who serves as Branch Chief, Statistical Support Branch in the Division of Hazard and Injury Data Systems, Directorate for Epidemiology.

The position is responsible for: Performs duties as Branch Chief for the Statistical Support Branch of the Division of Hazard and Injury Data Systems. Serves as supervisor of Branch staff members, independently coordinating work assignments, managing time and attendance, evaluating staff performance, making recommendations for incentive awards, providing opportunities for training and professional development as needed. Serves as technical expert responsible for statistical validity of CPSC national databases, including the NEISS, the primary statistical database in support of the agency's program.

Responsible for the planning, development, and execution of an ongoing quality control program for Commission databases to assure that CPSC data are reliable and timely. As a recognized authority on CPSC injury and death databases, advises senior statisticians in other federal agencies and in the private sector on the mathematical design of the sample and the most appropriate and effective use of Commission data.

Serves as expert advisor/consultant to other researchers on the most effective techniques for data collection of injury and death data. Initiates, develops plans and budgets, designs, directs, monitors, and assesses national research projects where other federal agencies contribute (as much as $3,500,000 per year) to CPSC to share Commission data systems.

Represents CPSC and oversees all such interagency agreements; liaison with these agencies is a critical function for CPSC. In the past such agreements have been negotiated with CDC-NCIPC, CDC-NIOSH, FDA, HUD, BJS, NIH, and NHTSA. Often, the research provides the other agency with the first statistically valid measure of a national estimate of extreme importance to the public health concerns of the country and plays a major role in the future agency program. An example is providing national estimates of prescription drug abuse treated in hospital emergency departments. These study designs often address complex sampling, non-sampling, and data collection issues. Serves as consultant to other Commission staff on statistical computing and analysis packages such as SAS. Advises senior agency staff in techniques for designing and conducting major national statistical studies to meet CPSC needs for hazard and injury data and information. Performs other duties as assigned.

Depending on your status, this position may require serving a 1-year probationary period. This position will require you to serve a 1-year supervisory probationary period.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-14: 1) Experience working, advising and consulting on a variety of problems involving theory or application of statistical methods; 2) Ability to implement statistical methods; 3) Experience being a comprehensive subject matter expert on data requirements, data collection techniques, statistical theory and methodology, and concepts of reliability and validity to determine feasibility of various data collection options 4) Experience in the performance of analytical work in the evaluation of injury and hazard data to evaluate utility of proposed information sets; and 5) Expertise in statistical software such as SAS needed to do analysis of injury and hazard data.

Education

Mandatory Education Requirement - All applicants must meet one of the following requirements to qualify:

Degree: that included 15 semester hours in statistics or 15 semester hours in a combination of mathematics and statistics, provided at least 6 semester hours were in statistics. In addition to the 15 semester hours, applicants must have 9 semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

OR

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic education requirements indicated above, applicants must have specialized experience and/or directly related education in the amounts shown below:

GS-14: There is no substitution for specialized experience for this grade level. Applicants must have 1 year of specialized experience (as stated above) equivalent to at least the GS-13 grade level.
