Responsibilities

As Director, Counter Network, you will direct and implement a multi-layered strategy, serving as the centralized coordination point for all U.S. Customs and Border Protection (CBP) counter network initiatives that leverage partnerships to: 1) define and prioritize transnational criminal networks; 2) contribute to building a viable counter network force; 3) collaborate in attacking transnational criminal networks; 4) accurately assess the effectiveness of our attacks; and 5) rapidly adjust our post-attack strategies and tactics, as necessary.

You will promote a deliberate CBP-wide focus on combatting transnational organized crime networks and terrorist networks by providing synergy to CBP's counter network resources, consisting of: frontline border search authority related to the arrival and departure of persons, conveyances, and merchandise at Ports of Entry; targeting expertise; immigration arrest authority; law enforcement information dissemination; identification of potential terrorists and terrorist weapons at frontline operations at the border; intelligence, surveillance, and reconnaissance capabilities; data collection capabilities; enforcement authorities pertaining to money laundering, bulk cash, and smuggling; export control and search authorities; and an international presence in over 35 countries.

As Director, Counter Network, you will provide CBP decision makers, frontline commanders, and mission partners, information and intelligence regarding: undetected cargo and passenger travel movements; illicit financial patterns; faint signals that exist within disparate sources of data; and unclassified and classified information pertaining to terrorist and transnational criminal networks at and beyond the border.

You will advise the Executive Director, National Targeting Center, and higher-level CBP and Department of Homeland Security (DHS) officials on a variety of complex intelligence issues. You will also interact with senior leaders from other departments to work collaboratively, and to identify and resolve significant policy issues. Additionally, you will meet and brief subordinate senior managers, other Federal agency representatives within and outside DHS, state and local government officials, tribal leaders, private industry, and the general public.

Technical Qualification - Mandatory

6. Knowledge of Federal inspectional laws, rules, regulations, and procedures pertaining to
anti-terrorism and border protection/facilitation (e.g., trade compliance, passenger, immigration, agriculture, and cargo operations).

7. Experience leading the collection and analyses of data to identify and disrupt transnational criminal organizations.

Enhanced Customs and Border Protection Officer (CBPO) Retirement (applies to the ES-1895 job series): This position is covered by the Enhanced CBPO Retirement provisionsunder PublicLaw 110-161, Division E, Section 535 as a 'Secondary' covered position is defined as: a Supervisory Customs and Border Protection Officer or administrative position (e.g., managerial, technical, professional) with the Department of Homeland Security for which experience in a 'Primary' CBPO position is mandatory prerequisite. A primary CBPO position is a frontline, rigorous Customs and Border Protection Officer, GS-1895, or heritage position(s) Customs Inspector, GS-1890, Immigration Inspector, GS-1816, and Canine Enforcement Officer, GS-1801. An employee must have performed the primary CBPO position for a consecutive period of at least 3 years and transferred directly to the secondary CBPO defined position without a break of more than 3 days to be eligible for the enhanced CBPO Retirement Coverage under Public Law 110-161, Division E, Section 535. Candidates for this position must have had prior service that would include one of the above series.

Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [TITLE 18, U.S.C., SECTION 922(G)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (TITLE 18, U.S.C., SECTION 1001).
