This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Communications and Education Division with one vacancy in Silver Spring, Maryland.

Responsibilities

As a Communications Specialist, you will perform the following duties:

• Manage national communication plans, strategies, and outreach projects that effectively convey the organization's priorities and increase awareness of science, research, policy, and management services as a communications team lead and/or project manager.
• Oversee development of graphics design projects, including reports, posters, presentations, newsletters, videos, illustrations, logos, infographics, and exhibits, involving writing and editing using plain language that explains complex scientific or policy programs regarding natural resources for various audiences.
• Serve as a content strategist for digital media, including for websites and social media to inform the public of the organization's operations, programs, and activities and consult with others on policies, ensuring the use of best web writing practices and analytics to improve user experience.
• Handle strategic communications by developing and coordinating messages, including remarks and other communications products and announcements pertaining to issues that involve a scientific organization regarding ocean sciences, and how it applies to the public.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

Qualifications

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-4 or GS-13 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

• Recommending communication strategies and key messages to reach target audiences in order to convey an organization's natural resource science and management priorities;
• Researching and recommending communication products and services (such as video scripts, presentations, remarks, talking points, graphics, etc.) designed to increase awareness of ocean sciences;
• Utilizing digital communications, including web and social media, while ensuring quality web content is consistent with style in a content management system; and
• Performing duties as a team or project lead while monitoring progress towards specific outcomes or goals.

Substitution of education for specialized experience is not applicable to this vacancy.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
