Responsibilities

  • You will serve as Human Factors Engineer and be the principle advisor to the Commander.
  • You will participate in a collaborative environment with other Force Human Factors Engineers and Human System Interface experts within the Force and with other Navy TYCOMS.
  • You will establish and implement human factors measures, analysis and team/individual performance improvement.
  • You will identify and mitigate potential mishap precursors before the mishap event, and simultaneously develop measures, methods, and analysis that mitigate the severity of the mishap event, if it occurs.
  • You will determine safety gaps and shortfalls in human performance measures/methods.
  • You will collaborate and develop the systems that will become the approach to recognizing and effectively dealing with expected human factors.
  • You will identify disincentives and barriers to free and open communication of information within teams.
  • You will conduct human factors analysis of shipboard, squadron and other organization's responsibilities, functions, policies, and processes that support operational safety.
  • You will manage, plan, develop and oversee the overall Human Factors Engineering/Human systems Integration efforts applied in operational, training and maintenance phases.
  • You will develop processes to provide predictive standards of performance, improve collection of objective measures of human and unit performance.
  • You will conduct assessments and monitor predictive and leading trends so corrective actions are taken preemptively at the unit level and above.
  • You will conduct long range program goals, planning and budgeting for program fiscal and operational needs, services and materials.
  • You will identify gaps in resource requirements relative to an overarching human factors approach to operational safety and its implementation across Forces in the Program Objective Memoradum (POM) process.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

-Experience using human factors in operational safety, policies, methodologies, standards, and Force objectives sufficient to plan, develop, validate, and advise on Force human factors-related programs.

-Experience applying fundamental principles and theoretical concepts from psychology disciplines to human and organizational performance, decision making, training, engineering and human/system integration to pursue and coordinate program activities.

-Experience collecting data through direct, indirect and remote observation of work activities or procedures, and witnessing the conduct of tests and evolutions.

-Experience using communication and public relations techniques to represent and serve as a spokesperson for the agency at conferences and meetings with employer/employee groups, national industry organizations, professional groups, interagency and public interest groups concerning agency policies, programs and objectives.

-Experience using evaluation, analytical and measurement techniques in the application of qualitative and quantitative methods to determine measures of team and individual performance.

-Experience resolving problems discovered during analysis of data, direct and remote observations, and investigations.

-Experience developing, interpreting, discussing and providing statistical data relating to surface mishap and causal human factors.

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology.
