This position is located within the Treasury Inspector General for Tax Administration (TIGTA); Office of the Deputy Inspector General for Mission Support/ CFO; Human Capital and Personnel Security (HC&PS); Office of the Assistant Director for Personnel Security and reports to the Assistant Director, Personnel Security.

Responsibilities

As a Personnel Security Specialist (Operations & Policy), you will:

- Serve as a Subject Matter Expert (SME) Personnel Security Program Manager (Operations and Policy) and is responsible for the development, management, administration, and implementation of policies and programs for the TIGTA Personnel Security Program and mitigating risk of compromise of national security information by ensuring that only trustworthy individuals are granted access to classified/non-classified, secret or top secret national security information.

- Develop, modify, apply, and/or recommend security policies and guidance for management and execution of TIGTA/Treasury personnel security program and associated sensitive activities involved with the processes to determine suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions.

- Provide advice on personnel security issues to TIGTA managers uncovered during staff assistance visits and persuading functions to alter practices, which contain a variety of violations or other deficiencies.

- Review completed background investigations to ensure they meet federal requirements in accordance with the Security Executive Agent and the Suitability and Credentialing Executive Agent Quality Assessment Standards Implementation Plan.

- Provide authoritative information and assistance to TIGTA Managers advising on personnel security policies and related matters to include the impact of personnel security requirements on organizational missions.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

Examples of such specialized experience include:
- Experience reviewing preliminary checks of personnel security information obtained from source documents and forms; AND
- Experience using the Office of Personnel Management (OPM) electronic questionnaire for investigative processing (eQIP), and the OPM Personnel Investigations Processing System (PIPS) to analyze investigative results; AND
- Experience applying personnel security policies to determine whether individuals considered for employment in public trust and sensitive positions meet federal suitability and/or security standards and should be hired or retained; AND
- Experience with Homeland Security Presidential Directive 12 (HSPD-12) PIV Card Sponsor, Security Officer, and/or Adjudicator roles; AND
- Experience applying personnel security concepts, principles and practices in reviewing personnel security issues.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Top Secret - Background Investigation will be required.
- You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.
- Undergo an income tax verification.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
