Responsibilities

  • Maintains communications with hospitals, medical staff, supervisors, and dispatches concerning the patient medical status before, during and after transport and/or to obtain further instructions regarding patient treatment and care.
  • Directs in extricating personnel trapped or injured in; vehicle accidents, industrial accidents and confined spaces.
  • Alternates as hose-man, ladder-man, hydrant-man, rescue-man, nozzle-man, and salvage-man or hand lineman.
  • Serves as a fully trained member of a fire fighting crew engaged in the protection of life and property.
  • Unreels and connects hose, lays hose lines, operates charged lines, places and raises ladders, operates portable and stationary firefighting apparatus and other firefighting equipment to extinguish fires, and also evacuates or rescues occupants.
  • Operates and maintains care of a variety of lifesaving and rescue equipment including ambulance equipment, two way radio equipment, telemetry equipment, cardiac monitors, suction devices, oxygen delivery systems, and stretchers.
  • Provides basic and intermediate life support treatment to patients within the pre-hospital environment.
  • Prioritizes treatments for patient having multiple problems and employs a variety of established emergency medicine techniques, methods, and equipment to the appropriate medical facility.
  • Inspects operational readiness of fire apparatus, medic units, and various types of equipment.
  • Performs preventative maintenance on fire hoses and similar firefighting equipment to ensure proper operation.
  • Provides advanced or detailed patient assessment by conducting a systematic evaluation of the patient's condition and selects from a variety of prescribed protocols the one that he/she considers appropriate under the given circumstances.
  • Provides instruction to EMTs and firefighters in emergency services training, basic fire prevention and protection methods.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to pass pre-appointment and subsequent periodic medical examinations in accordance with Department of Defense (DoD)6055.5M to determine fitness for continued performance of the duties of the position.
  • This position requires you to meet all physical fitness requirements as directed by current regulatory guidance.
  • The duties of this position require the incumbent to possess and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Work requires a valid U.S. Government motor vehicle operator's license within 3 months of employment.
  • This position is subject to recall after normal tour in cases of emergencies, to maintain staffing or in the interest of the government.
  • Normal tour of duty is seventy-two (72) hours per week. Position requires incumbent to work a minimum of a 72 hour week.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires use of all safety equipment and clothing provided by management.
  • This position requires heavy physical effort in the frequent handling of objects such as hoses, cylinders, and extinguishers weighing 45 lbs. or more.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a National Agency Check with written Inquiries (NACI) background investigation to determine your suitability for Federal employment.
  • This position has a mandatory Hepatitis B immunization requirement. A candidate tentatively selected for appointment to this position will be required to sign a statement consenting to Hepatitis B immunization.
  • Employees assigned are required to be screened for applicable immunizations based on occupational risk. This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires you to obtain and maintain a valid Emergency Vehicle Operators certification within 12 months of employment.
  • This position requires participation in the Division Wellness Program and job performance testing.
  • This position requires you to obtain and maintain a valid Driver Operator-Pumper certification within 12 months of employment.


Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: responding to fire and rescue incidents such as brush, forest and structural fires, hazardous material spills, release and containment and decontamination; work providing basic and intermediate life support treatment to patients within the pre-hospital environment performing such duties as patient assessment and intervention which includes circulatory assessment; cardiac monitoring and monitoring of cardiac arrest; performing Cardiopulmonary Resuscitation (CPR); employing a variety of established emergency techniques, methods, and equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional Qualifications: In addition to specialized experience this position requires the incumbent to possess the following Department of Defense (DoD) International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (Pro-Board) issued certifications; Firefighter I, Firefighter II. You must also possess certification as an Emergency Medical Technician (EMT) - Intermediate issued by the State of Virginia or National Registry (NREMT). If you do not attach all three of the above certifications you will be rated ineligible.

Reciprocity is a State of Virginia requirement. The Office of Emergency Medical Services (EMS), Virginia Department of Health, recognizes all current National Registry certifications for reciprocity. Individuals selected for this position must be able to obtain a State of Virginia Emergency Medical Services reciprocity for certification program, within 30 days of start date. An out of state-candidate coming into Virginia's Emergency Medical Services (EMS) system with a current National Registry EMT certification will be required to complete an application for reciprocity and mail copies of EMS credential to the Division of Education Development of the Office of EMS within 30 days of start date. It is the employee's responsibility to obtain and maintain the appropriate Virginia EMT certification level while employed and holding the Firefighter-EMT position.

Firefighter Special Retirement Coverage (Primary/Rigorous) This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a covered primary, rigorous position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage. The individual hired is subject to Special Retirement provisions to include additional contributions to the retirement fund, mandatory separation/retirement at age 57 with 20 years of approved special retirement provisions service, options for early retirement at any age after 25 years of approved special retirement provisions service, or at age 50 with 20 years of approved special retirement provisions service.

Department of Defense (DoD), in accordance with 5 USC 3307, has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as a primary firefighter no later than the last day of the month in which they become 37. Preference eligible veterans over the age of 37, may apply regardless of the age restriction. If selected, a waiver of the age restriction will be requested by the hiring official for approval by the Department of Army.

An individual who is past the maximum entry age (37) who previously served in an approved primary position may be reinstated to a covered primary position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as a firefighter by the last day of the month in which they become 57.

The Department of Army may approve an exception to the maximum entry age (37) for the original entry of a non-veteran-preference-eligible applicant into a primary covered firefighter position. Exceptions shall be extremely rare and based only on a compelling hardship to the mission. Should an exception be granted, the employee shall be separated on the last day of the month in which he/she completes 20 years of special retirement provisions covered service.

In addition to providing the required eligibility documentation listed elsewhere in this job announcement, you must provide sufficient documentation to determine proof of age. This documentation should be attached under Special Retirement Coverage as identified in the Required Documents section.

For reentry into a primary covered position, you must also provide sufficient documentation (SF-50s) to show length of service in a previous covered firefighter position.
