Summary

The Program Counsel Division (PCD) manages significant external communications between OGE and its many customers and stakeholders. The division combines key functions that cut across OGE mission areas in order to bring targeted resources to these functions.

For this position a Records Officer Certification is preferred.

Responsibilities

The following are the duties of this position at the GS-14 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Serve as the agency subject-matter expert and advisor to the OGE Director and the Program Counsel, as well as other OGE staff in the area of records management.
  • Develop plans, policies, procedures, techniques and standards for implementing records management programs covering the creation, administration, utilization, filing and disposition of agency records.
  • Develop reports for the signature of appropriate management officials for submission to the Office of Management and Budget (OMB), the Government Accountability Office (GAO), the General Services Administration, the National Archives Records Administration (NARA) and other relevant agencies.
  • Examine internal systems to determine whether modifications of procedures would improve the efficiency of the operations and service to the agency.
  • Recommend program improvements in the areas of correspondence management, records and paperwork processes, and related activities.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Conducting studies or analyses of program goals and objectives; AND
- Researching and evaluating guidelines and regulations to make recommendations for changes to processes and procedures; AND
- Developing guidelines that ensure that records are safely maintained and disposed of in accordance with a record management organization (i.e. National Archives and Records Administration (NARA)); AND
- Developing and implementing policies and procedures establishing and maintaining records information management program.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Conducting studies or analyses of program goals and objectives; AND
- Researching and evaluating guidelines and regulations to make recommendations for changes to processes and procedures; AND
- Ensuring that records are safely maintained and disposed of in accordance with a record management organization (i.e. National Archives and Records Administration (NARA)); AND
- Developing policies and procedures establishing and maintaining records information management program.

CONDITIONS OF EMPLOYMENT:
