Responsibilities

As a Program Analyst in the Office of Rulemaking, performs basic but progressively more difficult assignments which include a variety of administrative and support type duties in such areas as project management, data entry, tracking regulatory projects, and files management under the close direction of a manager, team leader, or a more experienced professional. Applies basic knowledge of and limited experience to accomplish assignments which may include collecting and recording data/information, conducting research, identifying problems and assisting higher level professionals in day-to-day operations. Works closely with other staff members, acts as a member of a team for projects/programs within a defined area of responsibility, and provides technical assistance to other personnel in the assigned work area. Provides a variety of administrative support duties for assigned program, including but not limited to the following:

Receives data from multiple sources in multiple forms, reviews the data, and processes it to meet a variety of administrative needs. Examines documents and data for completeness, discrepancies, and other special requirements. Enters it into existing or newly developed databases using the appropriate software systems. Preparing information for non-technical publications, briefings and presentations and make modifications when necessary. Keeps weekly print out of projects due and informs manager, team leader, or a more experienced professional. Establishes and maintains the unit's files in hardcopy and/or electronic format as required.

Tracks information and research products in desktop publishing system, ensuring they are cleared through official review processes and are properly assigned. Regularly refers problems and work issues to a manager, team leader, and a more experienced professional.

Assists in the development of program projects and the assembly of program materials. Participates in arranging program staff reviews, webinars and workshops; keeps managers informed of upcoming reviews; prepares handouts as requested.

Responds to non-technical requests for information regarding office functions, status of reports, and other information as needed under the guidance of the manager, team leader, or a more experienced professional.Other duties included are: data entry, generating routine reports, handling routine requests, and dissemination of information to the appropriate staff members in the office.

If selected for this position at the FV-G level, in addition to the above, you will be responsible for the below:

Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and to explain the status of assignments.

APPOINTMENT - If selected, your temporary appointment may not exceed a total of two (2) years.

AGREEMENT : All participants must sign a written Recent Graduates Program Participant Agreement with the FAA that clearly identifies expectations of the appointment such as duties, length of appointment, work schedule, training, mentorship, etc.

CONVERSION : Although it is not guaranteed, an intern may be converted from the Recent Graduates Program to a permanent excepted service position without further competition after successful completion of the required training, mentorship, and other requirements in accordance with the recent graduates participant agreement.*

TERMINATION : Participation in this program may be terminated at any time.

TRANSCRIPTS: Must be submitted. If you do not submit your transcripts, your application will be considered incomplete and will not be given further consideration.

Qualifications

To qualify for the Recent Graduates Program you must apply within two (2) years of having obtained a qualifying degree or certificate beyond the high school level from a qualifying educational institution.

Exception to the 2 year application eligibility requirement: Veterans who have a military service obligation will have up to six years from degree or certificate completion to apply to Recent Graduates job vacancies.

To qualify for this position at the FV-F level you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4.

OR

Successful completion of 4-year course of study leading to a bachelor's degree, gained from an accredited college or university.

To qualify for this position at the FV-G level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5/7/9 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: experience assisting with researching, analyzing, and interpreting regulatory processes and documents.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education must be directly related to the position.
