The Fairfax-Falls Church Community Services Board (CSB) has an exciting, creative, challenging, and rewarding opportunity to contribute to the design, development, and delivery of classroom, hybrid, and web-based professional development programs for clinical and administrative staff of the largest provider of community-based behavioral health services in the Commonwealth of Virginia. Under general supervision of the Professional Development Manager and in partnership with subject matter experts (SMEs), produces and coordinates online, hybrid, and onsite training materials and programs covering regulatory compliance (e.g. Department of Medical Assistance Services manuals, human rights, and serious incident reporting), business, leadership, and technical skills. Specifically, the Instructional Designer/E-Learning Developer will:
  • Conduct training needs analysis and design, develop, deliver, and evaluate of training offerings.
  • Facilitate learning using a variety of instructional techniques and formats, including face-to-face, interactive technology, webinars, virtual training, and videos.
  • Have and maintain knowledge of Adobe Captivate through the latest version.
  • Use sound judgment to make independent decisions and command exceptional skills in presentation delivery.
  • Develop content for presentations and/or training materials in diverse formats.
  • Identify and describe a range of possible solutions for solving business problems.
  • Respond to internal staff training and business customer needs.
  • Work closely with subject matter experts to develop course content.
  • Participate in department workgroups and external committees to enhance program services.
  • Collect and analyze information and formulate training instructions orally and in writing.
  • Demonstrate a high standard of professionalism and ownership/responsibility.
  • Partner with staff to ensure accuracy, consistency, and timely dissemination of all information.
  • Maintain knowledge and ability to effectively use PowerPoint, Excel, and related software programs and technology.
  • Utilize time management tools and efficient and effective communication to accomplish all assigned tasks.
  • Plan and facilitate process improvement and implementation of new processes.
  • Conduct evaluations and perform related work as required.
Note: The candidates will be asked to make a small presentation to the interview panel. Salary offer will not exceed mid-point of pay range.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.


Required Knowledge Skills and Abilities

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, or a closely related field; plus three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

PREFERRED QUALIFICATIONS:
  • Experience acting as an internal consultant to multiple departments.
  • Project management experience, to include experience managing multiple instructional design/training projects at the same time.
  • Instructional design/development experience with creating instructor-led and web-based training courses.
  • Knowledge of adult learning principles/theories.
  • Experience with conducting workshops, facilitating sessions, and coaching learners.
  • Excellent communication skills, both written and verbal.
  • Decision-making and problem-solving skills.
PHYSICAL REQUIREMENTS:
Ability to read data on computer monitor, operate keyboard driven equipment, lift up to 15 lbs, travel to various sites, and to communicate both verbally and in writing. Ability to lift audiovisual equipment, training materials and set up training room as needed. All duties performed with or without reasonable accommodations.
