Job Announcement

Performs full-performance, professional human resources work to include a variety of HR duties. Exercises considerable independent judgment operates with a high degree of autonomy to troubleshoot and solve complex issues and apply systemic solutions to human capital business problems. Serves as the program lead for all workforce planning, employee relations and performance management issues, and as such must advise senior Park Authority leadership and individual employees on complex regulatory and workplace concerns. Provides strategic services, support, and counsel to the Park Authority's employees. Supports other human resource programs and initiatives, to include the development and implementation of human resources policies, programs and services, position management, employee development and training, employee communications, safety and risk management, human capital project management, and countywide liaison functions. Performs related work as required for the benefit of the department.

  • Provides managers with guidance on employment, employee relations and other HR issues;
  • Makes recommendations and revisions to departmental HR policies & procedures;
  • Gathers, tracks and analyzes HR metrics, reports, and plans;
  • Manages on-boarding, exit interviews, and other HR-related departmental programs;
  • May supervise clerical and/or paraprofessional personnel in HR-related matters.

Required Knowledge Skills and Abilities

  • Knowledge of human resources administration and management principles and practices;
  • Ability to perform a variety of increasingly complex work in human resources;
  • Ability to communicate effectively orally and in writing;
  • Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;
  • Ability to train and supervise staff.

Employment Standards

Any combination of education, experience, and training equivalent to graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.

The appointee to this position will be required to complete a criminal background check and a check of the Child Protective Services Registry to the satisfaction of the employer.

  • Experience working as an entry level human resources generalist. • Knowledge of federal, state and local laws and regulations.
  • HR Certification a plus (PHR, SHRM-CP, IPMA-CP).
  • Advanced skills in Microsoft Office, Excel, Word and Outlook.
  • Experience with human resources information systems.
  • Experience providing consultation on employee relations issues.
  • Demonstrated ability to communicate effectively with employees at all levels.
  • Attention to detail, problems solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment.

Sedentary with walking and lifting less than 5 pounds. All duties performed with or without reasonable accommodations.
