Job Summary/Company:

Sparks Group has partnered with a leading government contractor in search of an Associate Subcontracts Manager to join their prestigious and growing team. You will be responsible for the full suite of subcontracts management functions including the administration of technically complex contracts of multiple types. You will also support sourcing, negotiation, initiation and administration of all subcontracts, working closely with PMOs and supporting teams to achieve contract compliance. The Associate Subcontracts Manager will also act as a mentor and SME to junior members of the subcontracts management team.

Responsibilities:
  • Manage all phases of subcontracts administration, including formation, pre-award, award, performance, and close-out
  • Monitor subcontractor performance, assessing risk and taking mitigating actions where needed. Execute contract modifications in response as required
  • Prepare RPFs and evaluate proposals. Develop and lead negotiation strategy with PMOs, and prepare CPSR compliant subcontracts documentation
  • Assist with development of BOEs, SOWs, source selection criteria and pricing analysis
  • Apply knowledge of FAR/DFAR and to multiple contracting types including T&M, FFP, CPFF, and various cost reimbursable and hybrid types
  • Maintain subcontracts data and workflows as needed
  • Support pre-award activities to include negotiating NDAs and TAs
  • Provide guidance on financial and contractual matters pertaining to contracts
  • May serve as mentor or SME to other Subcontract Management team members

Qualifications/Background Profile:
  • Bachelor's degree required - ?with a preference for advanced degrees and/or supply chain certifications
  • Position requires U.S. citizenship
  • 6+ years of Subcontracting experience in a Federal Government contracting environment
  • CPSR experience required
  • Detail-oriented, organized, and flexible
  • Able to prioritize among multiple competing demands and deadlines
  • Strong written, verbal, and interpersonal communication skills
  • Able to take direction and work independently with minimal supervision
