This position is located in the Bureau for Latin America and the Caribbean, Office of Regional Sustainable Development (LAC/RSD). The Supervisory Education Program Specialist serves as the LAC/RSD Education Team Leader. RSD's portfolio spans five development sectors: Democracy, Human Rights, and Governance; Education; Health; Environment, and Broad-Based Economic Growth. The incumbent leads the Education team in providing technical support to USAID Missions in the LAC region, analyzing regional education trends, and managing centrally-funded, regional education programs. The incumbent leads the Education team's participation in Agency, Bureau, and interagency strategic planning, programming, and budgeting processes and liaises with relevant stakeholders, both internal and external. He/she serves as a senior-level technical expert and advisor to Bureau management and USAID missions on education-related topics in LAC. The incumbent supervises Education team staff, manages the team's budget, and ensures appropriate planning and oversight of regional implementing mechanisms.

As the Supervisory Education Program Specialist, your duties will include:
  • Supervises a team of Foreign Service Limited (FSL) staff members focusing on basic education, higher education, education policy, workforce development and youth programming in the Latin America and Caribbean region.
  • Provides expert advice and guidance on international education programs and policies which are of significant interest to the public and Congress, with significant emphasis on the areas of basic education, higher education and youth/workforce development in LAC.
  • Advises senior leadership in Washington and LAC Missions on the application of USAID-funded assistance in education in order to ensure coherence with USG and USAID Education Strategy, Congressional interests, and USAID development assistance goals.
  • Leads the LAC/RSD Education Team in providing virtual and TDY technical support to 8 Missions with education programs in the LAC region. These 8 USAID Missions include Peru, Guatemala, Honduras, El Salvador, Nicaragua, Dominican Republic, Haiti and the Eastern and Southern Caribbean.
  • Advises the LAC Strategy and Program Office in establishing and justifying education budget request levels for the LAC region, including the allocation and use of funds for USAID Missions and LAC regional programs in support of education development in the LAC region.
  • Manages LAC/RSD's Education Team's regional budget which typically ranges from $8-15 million/year. Monitors expenditures in support of programs and policies.
  • Plans, designs, and implements regional programs that support LAC Mission's bilateral education programming. This included supporting regional contracts and agreements that encourage evaluation, research and state-of-the art studies to synthesize and disseminate lessons learned from bi-lateral education programming to USAID education officers in the LAC region and worldwide.
  • Serves as a liaison between LAC/RSD and key stakeholders with an interest in education development in LAC, including other USAID Bureaus (e.g. E3, PPL, Global Development Lab), other USG Agencies (Department of State, Department of Education, Inter-American Foundation, Department of Labor), multilateral development banks (World Bank, Inter-American Development Bank), the U.S. and local private sector, Non-government Organizations (NGOs), Universities and others.

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a)managing a team of education development professionals; (b) providing expert advice and guidance to Agency leadership on international education programs and policies with significant emphasis on the areas of basic education, higher education, and youth/workforce development; (c) planning, designing, implementing and evaluating international education programs in developing countries; and (d) preparing, justifying and/or administering the budget for an education program or portfolio, including experience planning, administering and monitoring expenditures to ensure cost-effective support of programs and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. This position has a positive education requirement. You must meet the following qualifications to be considered for this position:

Basic Requirements:

  • Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
  • Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
  • Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
  • At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
