Responsibilities

  • Provide expert advice and authoritative information to the Chief Human Capital Officer (CHCO), Deputy CHCO, top agency management, and program directors throughout the Agency on a wide variety of highly complex, controversial, and sensitive Human Resource problems and issues.
  • Serve as the strategic senior advisor on unique or precedent-setting situations.
  • Advise on the development and implementation of human capital policies and programs.
  • Conduct analyses required to project future workforce requirements and organizational needs.
  • Advise staff and senior leaders of the impact of human capital trends and assess the impact of proposed and/or new legislation, Executive Orders, Comptroller General decisions, court decisions, OPM regulations, and other relevant policies and regulations affecting the department.
  • Initiate, coordinate, and/or prepare agency responses to sensitive and complex inquiries from the Administration, Members of Congress, and a wide variety of external partners.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory qualifications listed automatically disqualifies an applicant. Mandatory Technical Qualifications must be addressed separately and cannot exceed two pages each. If you exceed the two page limit, your application will be disqualified for failing instructions.

Each applicant is required to submit a comprehensive narrative statement addressing each mandatory qualifications individually. The narrative must demonstrate the necessary level of skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in this Senior Level position. This evidence must include clear and concise examples that emphasize the applicant's level of responsibilities, scope, and complexity of assignments, program accomplishments, policy initiatives, and level of contacts. Applicants who fail to provide this narrative statement in the format requested will not be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Mandatory Technical Qualifications:

1. Demonstrated senior-level leadership experience relevant to organizational efforts in analysis of human capital policies and any other initiatives or programs related to OHRS by gathering information (both qualitative and quantitative) and conducting analyses required to project future workforce requirements and organizational needs; and ability to lead studies and determine appropriate analysis techniques and processes, and communicate results and recommendations to senior leaders.

2. Demonstrated responsibility of the development and implementation efforts for policies on matters involving human resources and provides technical assistance and/or guidance to senior leadership and managers for advancement of the Agency.

3. Demonstrated expertise in integrating strategic initiatives for enterprise-wide human-capital programs and initiatives to address new executive orders, OPM/OMB mandates, presidential management agenda initiatives, and agency reform recommendations.
