Summary

About the Position: This position is located at the Army Corps of Engineers, Norfolk District. Serves as a senior Contract Specialist responsible contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex/technical services in support of the District mission.

Responsibilities

  • Responsible for planning, directing, and coordinating the activities and operations required to contractually support the most complex and highest dollar value missions for the District.
  • Negotiates procurements, conducts market research and coordinates with the Deputy for Small Business to determine sources to be solicited; insures that bid schedule is properly structured - including use of optional items or time periods.
  • Monitors contractor performance for timely submission, contract, insuring timely submission of technical progress reports, detecting and correcting labor standards violations.
  • Prepares and/or reviews negotiation documents for completeness, compliance with regulations and policy and effect on overall program.
  • Incumbent has experience mentoring others.

  • Incumbent is required to possess and maintain a valid state issued drivers license.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year specialized experience which includes conducting acquisition planning and coordinating/pre and post contract award functions; preparing solicitations that communicate requirements to industry; evaluating responses to solicitations; administering contracts; interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
