Summary

The incumbent is responsible for providing transportation of passengers and cargo in support of the National Transportation Safety Board, Federal Emergency Management Agency, Department of Transportation officials, members of the President's Cabinet, FAA Administrator and his/her staff, other Federal Departments and Agencies and members of Congress. Conducts flight inspection and in-flight validation of aeronautical charts and National Airspace data.

Responsibilities

Serves as an unrestricted 14 CFR 135 Pilot-in-Command on DCA Flight Ops missions in one aircraft type and is directly responsible for the safe operation of the aircraft, and functions as team leader of an assigned air crew. Incumbent may be subject to twenty-four hour on-call duty. Operations may include transporting passengers or cargo to and from a variety of domestic and foreign airports.

Requires working knowledge of modern cockpit avionics as well as above average ability to use the latest flight planning and computer based aviation programs on laptop computers as well as mobile devices.

Provide technical direction and oversight to team; plan, organize and direct team efforts; coordinate and integrate team efforts; assure production and accuracy requirements of team members; provide advice, counsel, and instruction to team members on work, provide on-the-job training to team members; report to supervisor on work accomplishments, training needs, and disciplinary problems of team members; provide information or make suggestions, as requested by the supervisor, concerning promotions, reassignments, recognition and awards, and personnel needs of team members; resolve informal complaints and suggest ways to improve productivity or increase the quality of the work performed by the team.

Conducts recurring flight and system training for FAA pilots and when designated, administers proficiency, standardization and flight evaluations in assigned aircraft.

Will be assigned and qualified in at least one of the following functions: Instructor Pilot, Check Airman, Crewmember Training Program Administrator, Flight Safety Officer, Regulatory Compliance and Voluntary Programs (FOQA, ASAP, VDRP), Limited Flight Inspection Qualification or Flight Validation.

Aircraft operations are conducted in accordance with applicable Statues, Federal Aviation Regulation and other established policies, standards, and procedures. Ensures all necessary documentation required in connection with the flight operation is accurate and completed in a timely manner.

The incumbent works independently and receives broad guidance from the manager to ensure program goals and objectives are met. Resolves all but unique technical problems without assistance. Works jointly with management to solve problems. Frequency of review is commensurate with the complexity/visibility of the assignment. Work is typically reviewed to assure quality and conformance with policy.

Supports reporting process for incidents; monitors trends; identifies operating hazards; develops accident prevention recommendations concerning ground and flight operations, ground handling; hazardous material recognition, storage and handling.

This is a sensitive, noncritical position. The mission requirements of this position may require access to information classified up to and including SECRET since the purpose and location of flights, or information aboard the aircraft may be classified.

The incumbent shall maintain a Class 1 medical certificate and shall possess an Airline Transport Pilot certification.

Position requires frequent travel and availability on weekends and evenings.

Eligible candidates will be evaluated based on their responses within the application package and Supplemental Qualifications Statement, FAA Form 3330-47-3 (10/98). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience at the FV-I/FG-13 level in the Federal Service.

Specialized Experience should reflect knowledge of Flight Program Operations Organization as well as the transportation and/or flight inspection mission. Applicants must demonstrate that they have the certificates, knowledge, and skills required for the work of a transportation pilot and/or Airspace System Inspection Pilot and meet the minimum flight hours and recency of flight experience required as indicated below.

CERTIFICATES AND RATINGS: All applicants MUST possess an Airline Transport Pilot (ATP) certificate. In addition, all applicants MUST possess either a valid first or second-class medical certificate.

In accordance with OPM Qualification Standards, since this position does not require the operation of an aircraft, selectee will need to have a medical examination indicating that they are able to perform the duties of the position to be filled. If current First or Second-class medical certificate submitted, medical examination would not be required.

TOTAL FLIGHT TIME - 1500 Hours flight time in aircraft (as defined in 14 CFR 1.1) as a pilot in command or second in command in aircraft of any weight or category is creditable for this requirement. For in-service placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.

PILOT-IN-COMMAND TIME - 250 hours: Only flight hours acquired as pilot-in-command are creditable.

NIGHT FLYING TIME - 75 hours: For in-service placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.

RECENT FLIGHT EXPERIENCE, LAST 12 MONTHS - 100 HOURS: (as the sole manipulator of the flight controls in an aircraft). For all applicants, up to one-half of the required recent flight experience hours may be in a Level C or D Full Flight Simulator certified under 14 CFR Part 60. For in-service placement actions, up to on-half of the recent flight experience hours may be waived provided the applicant's total background reflects the ability to perform the duties of the position safely.

MULTI ENGINE AIRPLANE TIME - 500 HOURS: Experience may have been in either light or heavy multi-engine airplanes.

INSTRUMENT TIME - 75 HOURS: At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g. hood instrument.

Submission of FAA Form 3330-47-3 (10/98), "Supplemental Qualifications Statement for 1825 and 2181 Series", is required to verify the minimum flight hours. A COPY OF THIS FORM MUST BE UPLOADED OR FAXED TO (405) 954-3003 prior to closing date. Failure to do so will result in loss of consideration.
