The primary purpose of this position is to serve as a Headquarters National Guard Bureau (NGB) level Human Resources Specialist (Classification) with a mastery and skill in applying advanced Human Resources (HR) principles, concepts and practices to plan, organize, develop, implement and carry out position classification and position management responsibilities.

Responsibilities

  • Plan, organize, develop, implement and carry out the full range of position classification and position management responsibilities for NGB Title 32, General Schedule (GS), Federal Wage System (FWS) military and civilian positions.
  • Development of agency-wide projects and studies involving numerous Federal and state missions of Army National Guard (ARNG) and Air National Guard (ANG) organizations located throughout the 54 states, territories and the District of Columbia.
  • Serves as an agency, HQ-level HR Specialist (Classification) with responsibility for the development, analysis, and classification of complex, agency-wide position descriptions (PDs) and projects involving different and dynamic occupations.
  • Serves as the project manager, primary liaison and focal point with assigned HQs and NGB functional managers on agency-wide classification projects.
  • Prepares the final project package(s) for agency-wide release, to include providing written guidance and assistance to all state and territory classification specialists tasked to implement the package contents.
  • Defends classification decisions to key NGB leadership/staff, state Adjutants General, Human Resources Offices (HRO), referring those with Chief, NGB interest to the Branch Chief for information.
  • Serves as a full participant in developing, evaluating, improving, issuing and implementing agency classification and position management regulations, policies, procedures and other guidance having agency wide usage and impact.
  • Mentors, trains, and advises state level HRO staff regarding position classification matters.
  • Serves as an agency liaison to the NGB Classification Advisory Council (CAC).
  • Provides management advisory service to other agency functions and HRO staff at the state level.
  • Participates with colleagues to ensure compliance of multiple HQ-wide agency classification/position management responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions, Human Resources Management Series, 0201

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying, advanced HR principles, concepts, regulations, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve complex HR problems having national impact and which are not susceptible to treatment by standard methods; knowledge of position classification and position management programs, concepts, regulations and practices to serve as an agency focal point in providing technical guidance and authoritative advisory services.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12evel is required to meet the time-in-grade requirements for the GS-13evel. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of the full range of classification and position management principles, concepts, practices, and techniques and of the basic relationships of the various HR disciplines as they pertain to positions.
2. Mastery knowledge of programs, policies and procedures and critical to the classification of the total variety of GS and FWS positions (i.e., professional, technical, administrative, clerical, and a variety of labor and wage occupations).
3. Mastery knowledge of sound position management principles.
4. Ability to organize work and to manage multiple projects simultaneously.
5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position classification and position management problems.6. Ability to maintain effective relationships with management officials, supervisors, employees, co-workers and others to ensure cooperative resolution of problems and provide effective coordination of activities.
7. Ability to express ideas and concepts in reports and briefings, ensuring understndign and acdeptance of findings of special studies or projects.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e., honorable).
