This position is located in the Department of Energy, Office of Environmental, Health, Safety and Security, Office of Corporate Security Strategy, Office of Insider Threat Program serving as an Insider Threat Program (ITP) Analyst responsible for supporting the enterprise level ITP for matters regarding the administration of the ITP, to include supporting the ITP multi-organizational or multi-functional groups

Responsibilities

As a Security Specialist, you will:
  • Support the administration of the Insider Threat Program (ITP) multi-organizational or multi-functional groups.
  • Develop and facilitate insider threat awareness training for all Department of Energy employees and contractors.
  • Support and maintain, in coordination with the ITP Working Group (ITPWG), an internal network site accessible to all agency personnel that provides insider threat reference material and provides a secure electronic means for reporting matters to the Analysis and Referral Center (ARC).
  • Support the ITP Manager to ensure personnel assigned to the ITP are fully trained.
  • Support the processing and administration of Privacy Act System of Records Notices required pursuant to ITP activities so that they are amended or filed as necessary.
  • Attend and support the ITP Executive Steering Committee (ESC) and ITP Working Group (ITPWG), and liaise with Departmental Elements to ensure coordination and approved actions are accomplished in support of the ESC and the ITPWG.
  • Assist with other tasks as needed in furtherance of the mission of the program.

JOB REQUIREMENTS:
  • You must possess or have the ability to possess a DOE "Q" clearance (Top Secret) for access to information classified as high as Secret Restricted Data and Top Secret National Security Information and the ability to obtain Sensitive Compartmented Information (SCI) access.
  • This position has been designated as a Testing Designated Position (TD P) subject to testing for all illegal drug use, and you will be required to pass an initial drug test as well as continued random drug testing.
  • Financial disclosure statement, OGE-450 is required.
  • Telework may be approved based on agency policy.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level ( GS-12 ) in the Federal service.

Specialized experience for this position is defined as: experience with national and international policies dealing with security matters that are used to provide expertise in analyzing and assessing insider threat security policies; developing and conducting insider threat awareness training for employees and/or coordinates; supporting the processing and administration of Privacy Act System of Records Notices required pursuant to Insider Threat Program (ITP) activities; tracking case referrals; and coordinating Local Insider Threat Working Group (LITWG) activities.

  • Knowledge of the advanced concepts, mission, objectives and requirements of Departmental, and national and international policies dealing with security matters sufficient to provide recognized expertise in analyzing and assessing insider threat security policies.
  • Knowledge of security policies, procedures and techniques in order to examine, review, and solve complex insider threat security issues for Headquarters and related facilities.
  • Ability to interpret security standards, guidelines, and policies including the ability to communicate and work effectively with Headquarters and field management, program managers, security technical experts, and other security personnel or contractor employees.
  • Knowledge of state-of-the-art security techniques and current information on security research and development is essential for the incumbent to assess the appropriateness of insider threat policies in place for correcting inadequacies identified security policies, procedures and practices.
  • Skill in participating in or leading inter- and intra-agency committees and working groups.
