Summary

This is a non-bargaining unit position.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Office of the Chief Financial Officer, Performance Management Division in Washington, DC. This position provides expertise in long-term (strategic) and annual planning, performance analysis and evaluation, as well as program performance reviews and performance and financial reporting.

Responsibilities

  • Plans and conducts complex strategic and performance planning projects of major significance including the development of the SBA's Strategic Plan, Annual Performance Plan, Annual Performance Report, Agency Financial Report, Agency Priority Goal Action Plans, and Quarterly Performance Reviews.
  • Acts as "independent analyst" in the agency-wide planning process and analyzes complex program and agency plans and policies. Ensures a management-for-results orientation in the strategic planning and policy-making processes of the agency.
  • Conceptualizes and defines the requirements and procedures necessary for the agency and its constituent programs to meet GPRMA, OMB and agency criteria for an effective program of strategic and performance planning.
  • Directs the work of temporary and ad hoc work groups convened for the purpose of addressing complex, technical and sensitive issues that may involve various program areas within the agency.

Qualifications

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: developing an agency or bureau's strategic plan or annual performance plan in support of the Government Performance and Results Act Modernization Act (GPRAMA); formulating enterprise goals, performance measures, and targets; developing program and project management policy for an agency or bureau; and analyzing and interpreting program performance data to identify trends. These qualifications must be clearly referenced in your resume.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
