This position is located in the Office of Inspector General (OIG), Office of Management and Planning (OMAP), Division of Information Technology (DIT). DIT is composed of two Branches, the Branch of Information Technology (BIT) and the Branch of Database Management and Applications (BDMA), which provide IT services for the OIG. This position is in BDMA.

BDMA provides applications development and support and administers databases and/or data management systems that allow for the secure storage, query, protection, and utilization of data. This includes contributing to the application security posture across the organization, development, implementation, operation, and maintenance of OIG customized applications, commercial off the shelf (COTS) applications and systems designed to acquire, prepare, and control access to sensitive and mission critical data between OIG stakeholders.

1. Expertise in the field of applications software, solves complex problems in technology and policy. Independently plans, implements, reports on, and evaluates technical efforts by developing, testing, deploying, and maintaining custom software source code and associated artifacts, such as roadmaps and architectures. Provides development support for one or more of these languages: ColdFusion, PHP, Java, JavaScript, and Python. Advanced knowledge and experience writing source code from scratch for highly-trafficked web sites, using languages such as PHP, HTML 5, JavaScript, or Python; experience creating Application Programming Interfaces (APIs) for sharing data in a machine-readable format.

2. Manages information technology projects designed to provide a unique service or product. Works with stakeholders, to include senior and executive management, to gather and analyze requirements. Produces technical documentation for systems and applications required to achieve Authority to Operate (ATO). Documentation includes but is not limited to; Security Access Controls and Configuration Management.

3. Technical Customer Support. Addresses problems, installs, configures, troubleshoots, and provides maintenance and training in response to customer requirements or inquiries (e.g., tiered-level customer support). Researches, evaluates, and provides feedback on problematic trends and patterns in customer support requirements. Develops and maintains problem tracking and resolution databases. Also develops and manages customer service performance requirements, and provides customer training.

4. Designs, develops, deploys, tests, and evaluates cyber systems and applications. Coordinates resolution of application issues, upgrades, and problems. Conducts application configuration and optimization. Develops and maintains manuals, drawings, system specifications, electronic and hardcopy files of customer installations, calibration records, maintenance records, and quality control information. Mentors mid-level and junior staff as required.

5. Develops software system testing and validation procedures, programming, and documentation. Modifies and maintains existing software to correct errors, to adapt it to new hardware, or to upgrade interfaces and improve performance. Analyzes information to determine, recommend, and plan the development of a new application or modification of an existing application. Analyzes user needs and software requirements to determine feasibility of design within time and cost constraints. Applies coding and testing standards, apply security testing tools including "'fuzzing" static-analysis code scanning tools, and conduct code reviews. Applies secure code documentation.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience may include but is not limited to Web Application Development, Mobile Application development, SharePoint development, Office 365 Integration, Content Management Systems (CMS) such as Drupal, and SQL Query Language and low code/ no code application development platforms such as Appian or Service Now. Experience in these specialized areas with emphasis on design, documentation, development, maintenance, and customer support of new or existing applications. Evidence of a sound technical background and experience in the development and administration of various application development tools such as: ColdFusion, SharePoint, PHP, HTML 5, SQL Server, MySQL and MariaDB. Proficiency in the management of complex Web application projects that involve stakeholders from multiple agencies; experience and knowledge in SQL server encryption techniques for securing application data at rest, during insertion and extraction; the proper handling of Personally Identifiable Information (PII) ;experience and knowledge in creating and communicating design documentation to senior management; experience and knowledge determining the appropriate software packages and computer programming scripts to use in accessing and exporting data from multiple sources; experience and knowledge utilizing programming/query languages such as JAVA, java Script, R, Python, SQL, and customized programming scripts for optimum performance and troubleshooting advanced technical problems of a complex or unknown nature with escalation to a vendor when it is appropriate or necessary.

No Permanent Change of Station funds (PCS) will be offered.

Relocation Incentive will not be offered.

This position is outside the bargaining unit.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.


There is no substitution of education for the required specialized experience at the GS-14 level.
