The Office of Environment, Health, Safety and Security (EHSS) manages the Department of Energy's (DOE) major staff organizations responsible for health, safety and security policy development, programs and assistance. The office provides direction for the development and promulgation of the Energy Department's health, safety, environmental, and security policies and deployment of technical assistance to its sites.

Responsibilities

As a GS-0801-15 General Engineer, you will:
  • Support the Security Assistance mission by serving as a recognized authority and subject matter expert on DOE and National Nuclear Security Administration (NNSA) security operations, implementation of the Department's Design Basis Threat policy, design and function of physical security systems to include detection, delay, entry control, alarm communications and display, adversary neutralization and response elements, physical security system vulnerabilities to cyber-attacks, and security best practices within the government. The incumbent will formulate and promulgate technical solutions to emerging threats and site identified weaknesses.
  • Serve as an AU-52 technical lead for the development and subsequent updates of the Department's DBT Policy and the Security Risk Management Technical Standard pertaining to cyber-attack vulnerabilities and mitigation options for physical security systems. The incumbent will represent the Department of Energy and AU-52 on inter-agency and international functions furthering cyber and security system technologies.
  • Develop Departmental staff assessments, policy papers, directives, management policies, standards, and procedures involving DOE protection program planning, site security plans (SSPs), vulnerability assessments, security risk assessments, generic threat assessments, and adversary capabilities to include cyber-based attacks on physical security infrastructure. Identify and resolve major issues relevant to policy and standards through discussions with responsible Headquarters and field managers to ensure that DOE safeguards and security programs are adequate for countering current and emerging threats to the DOE Headquarters and field establishments.
  • Lead multidisciplinary teams of security subject matter experts in the execution of Site Assistance Visits, Extent of Condition Reviews, Scenario Development Review Teams, Vulnerability Assessments, Risk Assessments and other such requests for field assistance by Program Offices or as mandated by the Secretary of Energy.
  • Maintain In-depth knowledge and understanding of the operations, processes, missions, physical security systems and technologies, and safeguards and security conditions at all DOE facilities to determine the current posture of safeguards and security; identify the weaknesses and strengths in protection systems; and provide consultation regarding physical security protection matters with Departmental elements and with other federal/state/tribal/international organizations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:
  • Implementing or managing protection requirements specified in the Department of Energy's Design Basis Threat (DBT) Policy, conducting vulnerability and risk assessments on physical security systems, evaluating security technologies against performance requirements, providing technical assistance to resolve site physical security issues.

  • Knowledge of wide range of major nuclear safeguards and security (S&S) program areas with emphasis on physical security systems, technologies, and performance testing.
  • Expert knowledge of Department of Energy security risk and vulnerability analysis policies and technical standards.
  • Skill in the assessment of physical security systems design and technology performance related to the protection of nuclear weapons, nuclear weapon components, special nuclear material (SNM), other accountable nuclear material, personnel and other high value assets of the Department of Energy.
  • Ability in the development and implementation of Departmental level S&S threat policy relating to the protection of nuclear weapons, nuclear weapon components, SNM and other accountable nuclear material.
  • Knowledge of physical S&S theories, methods, and practices required to develop DOE standards, systems, guidelines, and policies for applicability to major physical security programs, particularly the physical security systems currently deployed throughout the complex.
  • Knowledge of physical S&S policy requirements sufficient to function as a technical authority in assignments requiring the application of innovative concepts to address DOE security system vulnerabilities for which traditional methods, technologies, or procedures are inadequate.
  • Knowledge sufficient to advise senior level DOE officials and program managers on new developments and advances in S&S technologies and techniques in various specialty areas to include capabilities to mitigate emerging cyber threats to physical security systems and methods for enhancing efficiency of S&S systems through modifications and applications of technology.
  • Knowledge of effective communication and conflict resolution techniques to ensure maximum objectivity and reduce the potential for friction resulting from the review process.

    Education

    For the GS-0801, General Engineer, you must possess the following Basic Requirements:

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    OR

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

    Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
